PROGRAM BACKGROUND:
International Medical Corps is implementing the WASH program for emergency and refugee programs in Tigray, Amhara, Afar, Oromia, and Somali regional states. International Medical Corps seeks a competent Sanitation & Hygiene Promotion Manager to support the refugee camps and host community sanitation and hygiene programs.
The Sanitation & Hygiene Promotion Manager will be responsible for the implementation of Hygiene, sanitation, and environmental health activities for IMC’s refugee projects and assist the overall country’s WASH programs. The Sanitation & Hygiene Promotion Manager is expected to plan, implement, apply different tools, and monitor and evaluate the water supply, sanitation hygiene promotion, and environmental health programs in refugee camps in collaboration with the WASH and MEAL team. The public health/WASH manager is responsible to develop an appropriate strategic plan for refugee camps sanitation and hygiene promotion, working on a behavioral change and communication (BCC) plan in consultation with WASH advisors, and developing appropriate IEC materials for the refugee as well as for host communities.
Job Description/Responsibilities:
Specific responsibilities include, but are not limited to:
· Recruit, manage and supervise sanitation and hygiene promotion staff, and follow the provision of necessary support for emergency and refugee camps Hygiene and Sanitation promotion officers, and volunteers.
· Develop a training Manual for the Sanitation and hygiene promotion staff and cascade the public health training to the officers, Community mobilizers, and volunteers.
· Plan, organize, and execute scheduled training as per the need on PHAST, CLTSH, Sanitation Marketing, and WASHCo for Hygiene and Sanitation officers, for refugee Sanitation and hygiene promotion officers, local government staff, water management committees (WMCs), CHP, School communities and hygiene promotion volunteers in the refugee camps and host communities
· Develop an appropriate strategic plan for the implementation of hygiene and sanitation programs in refugee camps located in Tigray, Afar, Somali Jijiga and Dolo as appropriate
· Liaison with the Refugee camps, UNHCR, RRS, and local government and the community on new project commencement, implementation, and monitoring and cooperate with other partners
· Take part in the rollout of the Behavioral Change and Communication strategy (BCC) plan in the refugee program.
· Assist annual/bi-annual Knowledge, Practice, and Coverage (KPC) surveys on designing, preparing questioners, data collection, analysis, and reporting in order to evaluate the impact WASH program and collaborate with the IMC’s MEAL team
· Plan and implement project monitoring and evaluation activities in consultation with the WASH coordinator
· Initiate procurement towards the purchase of the required items for WASH supplies for hygiene and sanitation; follow up with finance and logistics for water, hygiene, and sanitation activities budget and procurement progress.
· Develop success stories in collaboration with the field team for all grants and facilitate in documenting WASH-related data and keep records of WASH programs
· Participate in on-field assessment/survey in collaboration with the field team and WASH Coordinator, and regional sector offices
· Develop a WASH proposal in consultation with the PD, WASH coordinator, and headquarter advisor.
· Participate in other WASH activities as assigned by the supervisor.
· MSc/ BSc Degree in the area of Environmental Health, or Public Health with a minimum of 10 years of relevant work experience in the WASH program out of these 3 years in a managerial role.
· Having experience on both Refugee setup and Emergency Response Program is mandatory
· Have good Communication and analytical skills
· Working knowledge of English (spoken and written)
· Preferable to use Office Word, Excel, and Power points.
