Job Summary
The purpose of Senior Livelihood Project Officer Position is to manage and coordinate urban livelihood project activities in accordance to the procedures of the organization. Under the general administrative, technical and professional direction of the Livelihood and Food Security Program Coordinator or his designate, the Senior Livelihood project officer, plans, organizes, directs and coordinates the overall project activities which IRE implements; carries out a range of consultative and advisory activities in the areas of community capacity building, networking, and encourage the preparation of research papers and studies that would promote/encourage intervention for pastoral communities. The Senior Livelihood Project Officer monitors progress and provide ongoing feedback to Livelihood and Food Security Program Coordinator or his designate, proposing adjustments in annual implementation plans according to emerging community needs and priorities. Represent IRE in Regional Cluster meetings and provide information to IR Team
Key Responsibilities:
Familiarize him/her with IR missions, values, principles, and procedures and ensure that all project activities implemented in accordance with IR policies.
Youth and Women Economic Empowerment through Microenterprise Development Support project, serve as project primary, IR Representative in dealing with regional line Bureaus, local governments, local community and other NGOs working in the area in relation to this project.
Ensure that all the program/ project components are executed in line with the terms and conditions of the agreement both the government and donor.
Plan, coordinate, supervise, and control the activities of the project and appraise the performance of the project staff on timely manner.
Maintain good relationship with stakeholders at District, Zonal and Regional level.
Ensures that the activities are carried out in compliance with the Logical Framework and the indicators.
In close coordination with field office livelihood officers and program manager, consult key stakeholders and identify opportunities/ gaps in the area of agriculture (crop and livestock) livelihoods at the woreda level and initiate preparatory and entry level activities for developing agriculture and other livelihoods programme. This would include mapping of community needs and priorities on agriculture and other livelihoods programme and contributing to the development of participatory village level plans, working closely with food security and livelihood staff.
Ensure active community participation in the implementation of agriculture and other livelihoods programme interventions, including development of norms for community contribution and responsibility sharing. Ensure active participation of women and disadvantage groups in planning, implementation of livelihoods activities, and access to benefits resulting from programme interventions.
Involve in efforts in implementing the Livelihoods project activities and other livelihood initiatives related to agriculture development such as extension services, animal husbandry and similar activities.
Involve in field level assessments, such as baseline surveys and others during the course of the project implementation for developing and/or testing of programme approaches or interventions.
Engage in Woreda level coordination with all relevant stakeholders.
Represent IR in regional meetings with relevant stakeholders including sector clusters meetings in consultation with IR sector coordinators and other senior staff at IR country Office.
Facilitate and lead the strengthening of partnership development and networking with partners
Prepares and submits various project plans and reports required by Country Office, the Regional Government, the donor and other stakeholders.
Develops strategies that would increase the organizational and institutional capacity of the local community together with its subordinates.

Engage in regional level cluster meetings with all relevant stakeholders.
Nurture project team spirit and develop team work and harmony among team members.
Performs any other related duties of a permanent or temporary nature that may be assigned to him/her from time to time by the Project Manager, HO budget holder of the project and other Country Office staff.
Ensures that all project related payments are made as per the rules and regulations of the organization and donor requirements.
Ensures that the project staffs are working in safe and secure environments.
Personal Specification
Formal Education/Qualification
· MA (preferable) or BA in Livelihood and Food Security, Agriculture, Livestock, Agricultural Economics, Development Studies, Rural Development, or other related subjects.
Work Experience
· A minimum of five years working experience in similar position or equivalent in programme /project management in an INGO working environment from which three to four years in urban Livelihood for youth and women
Skills and Competences
· Good demonstrating ability to interact on professional level with staff, donors or government officials,
· Working experience in Oromia Regional State and fluency in the local language Afaan Oromo is mandatory
Good experience of managing and developing a team and the ability to lead and motivate others,
Good interpersonal and communication (written and spoken English) and presentation skills; knowledge of operational area is preferable,
Experience in capacity building of staff and partners,
Well organized, analytical and able to prioritize multiple tasks,
Excellent IT skills, MS Office applications,
Sympathy with Islamic Relief values.
