Job Description

Health Technical Advisors (TA) will spend at least 80% of their time delivering technical assistance in-person and remotely to country program colleagues, coordinating within the health unit and with other technical units and departments.

Overall Objectives

  • Support the national and regional coordination and implementation efforts of COVID-19 vaccine provision.

  • Support development of national guidance, implementation SOPs, provider job aids, and SBCC materials.

  • Lead COVID-19 vaccine demand creation activities.

  • Support respective structures to ensure the availability of vaccines.

  • Support integrated monitoring of vaccine delivery.

  • Address misconceptions and other barriers/beliefs on the COVID-19 vaccine through the provision of context-specific health education.

  • Provide technical assistance to MOH, other relevant agencies, and RHBs on necessary areas to support the implementation of the national COVID-19 vaccine roll-out.

  • Develop and transmit awareness creation messages on the importance and safety of COVD 19 vaccine.

  • Develop provider job aids on COVID 19 vaccine provision.

  • Develop different SBCC materials (both print and AV) for target beneficiaries.

Specific Roles and Responsibilities  

  • Review COVID 19 vaccine support work plan and give input to ensure alignment with USAID/Ethiopia guidance as well as MOH priorities.

  • Plan for the entire assignment including timeline and measurement

  • Work closely and in collaboration with project HOPE central technical team and regional technical advisors to achieve the planned objectives.

  • Work closely and in collaboration with respective regional health bureaus & implementing partners.

  • Develop SOP, implementation and training manuals and job aids for community-based service providers.

  • Develop different messages, flayers, audio visual education materials on COVID 19 for PLHIVs and ensure its transmission through appropriate medias.

  • Develop responses and guides for frequently asked questions on COVID 19 vaccine.

  • Coordinate transmission of mass awareness creation messages on COVID 19 vaccines using mobile vans or vehicles with microphone.

  • Support LIPs on implementation of COVID 19 vaccine demand creation activities.

  • Support RHBs on facilitation of trainings on COVID 19 vaccine.

  • Support RHBs on transporting vaccines through arranging vehicles or covering transportation costs.

  • Support RHBs during COVID 19 vaccine rollout campaigns and outreaches.

  • Prepare and submit detailed work plan for the specific activities with time frame for approval by the Project HOPE care and treatment team and regional technical advisers, conduct proper documentation of the implementation of mentioned activities.

  • Prepare biweekly, monthly and quarterly performance reports on the consultancy activities to the Project HOPE regional technical advisers/care and treatment team.

  • Prepare & submit an overall final high quality activity report to project HOPE HIV prevention and treatment program director.

Deliverables

  • Plan for the entire assignment including timeline and measurement

  • Monitoring plan for the COVID 19 vaccine support activities

  • Final SOP, implementation manual, training manual and provider job aids on COVID 19 demand creation activities.

  • Ready to use COVID 19 vaccine audio-visual education messages. 

  • Ready to use flyers, frequently asked question guides distributed to target individuals.

  • Transmitted AV messages

  • Documented activity performance reports.

  • Compiled data on number of vaccinated individuals including PLHIVs

  • COVID- 19 vaccine acceptance education materials distributed to service users

  • Documented final high quality performance reports on COVID vaccine training, IEC/BCC materials distribution and other COVID 19 vaccine activities undertaken. 

Job Requirements

Minimum education and experience required

  • Public health background with over 8 years of professional experience, including supporting COVID 19 vaccination programs.

  • More than 5 years of experience working on SBCC activities is required.

  • Experience in COVID 19 mitigation and COVID vaccination coordination and roll out is preferred.

  • Good coordination and leadership skill.

  • Strong experience of working in developing context and demonstrable experience in documentation and monitoring and evaluation of complex public health programs.

  • Experience in developing different SOPs, manuals, job aids and IEC/BCC materials.

  • Appropriate experience in preparation and documentation of performance reports.

  • Effective verbal and written communication.

  • Strategic thinking and planning, ability to build effective partnership within an organization as well as with host country government counterparts

  • Demonstrated ability to complete deliverables with minimal supervision
