Job Description
Duties and Responsibilities:
Performs the Planning, directing and control functions on company’s HR services management developments on consultation of HRM Director and implements when it is approved.
Organize and Prepare company’s HR annual budget in its physical and financial terms (i.e. comprises # of M/power by qualification; with wage, allowances, benefits including Social security … and etc.) and follows the right implementation after approval.
Participates in review of Human Resources development policies, systems, strategies and compile document for TOP Managements presentation.
Prepare annual summery report of Leaves by type, severance pays, growth of manpower and financial impacts for Income-statement and reporting purposes.
Oversees & ensure the healthy and timely /prompt/ process of HR Services from recruitment of right candidate, placement and all rights / benefits of staff’s proper implementation as MOTI HRM policies requirements.
Manage all personnel life cycle’s - placement, conformation of P/employment, transfers, leaves, staff’s compensation and benefits, and implementation of eligible to their retirement ages.
Arrange, lead and attend committee works and meetings, when delegated and prepare Minutes and reports as required;
Oversees and Ensures the accuracy of monthly attendance summery sheet of payroll imputes and the timely salary payments;
To disseminate, voice and Advice staff members at all level of offices, on company HRM policies and procedures awareness and ensures the right implementation.
Oversees and ensures the compliance of staffs to company code of conduct, dressing and the right office ethics.
Oversees and conduct instant supervision on level of offices at work to ensures in compliance of company policy and procedures;
Proposes the Job title, placement and salary for recruited staff including orientation and introduction, in consultation with DPT manager;
Handles staff exit management and related activities, ensures exit interview is filled by departing staff and
Ensures that their clearance is complete and final pay is settled.
Organize & Attend meetings of (employment, promotion, discipline & other) committee works; Keeps and edit minutes of meeting & made to be signed promptly in consultation with HRM.
Attend Negotiation with selected candidates & issue offer letter; by employment types stated in company HRM policy & procedural manuals requirements.
Prepare and Participate on presentation of staff trainings and orientation, about succession planning and staff retention on established MOTI rules & guidelines;
Oversees and ensures the appropriate HRM data’s & records administration, types of Leaves by staffs works nature as per MOTI HRM policy procedural manuals.
Propose HRM services outsourcing, assists in contract preparation and arranges necessary when it approved;
Organize and Prepare periodic HRM Reports & statistics; as required by his supervisor.
Assist DPT Manager in consolidating the annual HR related report to the CEO/ president Office & in operational plan preparation.
Ensures that functional managers/ departments are periodically updated their status of staffing need/requests;
Take delegation, Travel to branch offices to enhance HR procedures / practices as well as disseminate remunerations, benefits and welfare information of staff;
Handles employee relation services;
Assists Legal Advisor and the HRM on court cases;
Performs other related tasks as required.
Required qualification / Skills:
Knowledge of HR Management principles and practices; of office practices and procedures
Knowledge of Ethiopian Labor Law and other applicable laws
Ability to perform multiple tasks simultaneously /at once; ability to maintain good working relationship
Excellent in all office package and other software usages skill.
Confidentiality, honesty, quality of work are from very important skills.
Excellent writing skill in English and Amharic languages, & communication skill in both languages is mandatory;
Strong problem solving, analytical skills, attention to detail, punctuality are required;
Ability to plan & perform his /her duties without close supervision.
Persuasive-communication, negotiating ability and presentation skills in English & Amharic is mandatory.
Skill how to organize & facilitate team function and to create well oriented team environment.
Bachelor’s Degree (BA) in HR Management, management, foreign language or in any related social science field of study; and
4 & above years’ experiences in HR Mgt., out of which 1 years must be on similar supervisory position (HR Service Section Manager) is required,
Experiences must be from reputable and referable company; work-experience from PLC business companies are advantageous.
