Responsibilities to undertake:

• Conduct workflow analysis, needs assessment/requirement gathering, develop implementation road maps and define optimization strategies of Interoperability of various digital health information systems

• Will become technical interface for HITD with various stakeholders  in developing standards  which serve for interoperability of  Health information systems

• Accountable for documenting and tracking interoperability  development & implementation technical flow, setting standards, implementing control mechanisms and following standard operating  procedure

• Provide technical input in the development, customization, upgrading and integration, piloting, rollout, maintenance and use of National Health Data Dictionary system (NHDD)

• Plan, coordinate and conduct trainings and workshops as needed to support the implementation of electronic medical record systems.

• Identify the current situation of eHealth infrastructure, connectivity and design mechanism to solve such barriers for interoperability implementation.

• Provide technical support and guidance to the FMOH’s HITD team in the development and implementation of interoperability  including the development of  standards, implementation guidelines etc

• Provide remote and on-site technical support and assistance in the implementation, monitoring and evaluation of interoperability  related activities

• Organize the collection, analysis, documentation, exploitation and dissemination of best practices and lessons learned.

• Perform other IT duties

Employment Type and  Duration: The contract with possibility of extension subject to performance.

Job Requirements

Education

• Bachelor degree in Health Informatics, IT, MIS, Information Systems, Electrical and Computing Engineering.

Experience

• 2 years’ relevant experience in interoperability of software is mandatory.

• Experience in health information system management.

Knowledge & Skills

• Experience on integration software function and establish interoperability to bring together different health information system.

• Software management to anything related with network configuration

• Experience in the development of policies and system for the implementation of HIS IT strategies

• Experiences to link electronic medical record with other HIS software

• Experience of providing trainings for health care providers on the digital health

• Experience in customizing digital health application to align with the needs of different health care delivery levels

• Installation and configuration of different digital health gadgets

• Providing technical support to regional health bureaus and health care facilities

• Development of the health care facilities software, and server network.

Languages

• Fluency in oral and written English;

• Applicants must demonstrate the ability to work independently, manage multiple priorities, design & implement improvement plan of action, highly developed communication skills, experience in the implementation & optimization of interoperability of applications , ability to effectively communicate & consult with health care providers, managers and policy makers

Accountability

• Both the Civil service and MOH Human Resource Development rules and regulations will be applied to guide the day to day services of the adviser. 

As new priories emerge, MoH may periodically revise the TOR for this position
