Job Description
The Supply Chain Officer will be responsible for directing or coordinating production, purchasing, warehousing, distribution, or financial forecasting services or activities to limit costs and improve accuracy, customer service, or safety.
Establish detailed mapping of available storage facilities and ensure up-to-date stock records for each area/facility. This includes bin cards, stock cards, spreadsheets etc.
Responsible for warehousing as well as tracking movement of all equipment and supplies stored in Gambella office and distributed to respective camps.
Organize the movement of food and non-food aid resources from the SCI’s or Donor’s warehouse to the intended beneficiaries, and monitor the volume of cargo dispatched to the different project sites and inform the positions.
Ensure procured items delivered to the warehouse are dispatched to the respective programs on time
Undertake regular visits to all warehouse locations in the refugee camps and assess the level of compliance with the guidelines and procedures and provide recommendations for improvements where applicable.
Ensure that all stock movements are properly done using standard warehouse formats.
Conduct periodic physical inventory of stocks and submit report with explanation for the discrepancies;
Establish a minimum stock position for fast moving items and initiate purchase request before the stock level goes below minimum stocks;
Ensure correct reception, storage, stock rotation and guarantee appropriate and accurate stock control and records at all times;
Safeguarding commodities from any type of damages. To this effect, the assistant supply chain must ensure that:
Storage is safe and clean, and protects commodities from damage and loss
Expiry dates of perishable commodities are regularly followed
Goods are kept according to their homogeneity, and all materials must be kept visibly separate.
Ensure that supply chain assistant update the warehouse tracker once goods are dispatched and received in at designated field destination and keep complete warehouse transaction documents
Responsible for the overall application of Total Inventory Management in Gambella office.
Responsible for the overall management, tracking, maintenance and reporting of SCI’s fixed assets and inventory items.
Maintain a fixed asset and property register list in line with the SCI’s asset management guideline.
Register all new assets on asset register, issue each asset with ID number and ensuring all required information is required including list of accessories, budget code, donor and value.
Arrange all asset services and repairs are done in a timely manner and asset records are updated.
Organize annual asset inventory taking at all SCI office premises and guesthouses.
Ensuring that the correct documentation pertaining to the identity, repair, theft, loss, disposal, and also organizing a physical check of all Assets on a regular basis against their registers.
Identify assets that are no more needed by the organization (obsolete, defective, broken) and prepare disposal plan to be presented to the Country Director for approval.
Maintain and develop vehicle database where cost center based fleet utilization, fuel and maintenance management can be computed on a regular basis.
Maintain file for all vehicle, which comprises detail vehicle history, ownership certificate, maintenance cost, technical examination certificate, accident encountered, and insurance policies and procedures.
Liaise with Ethiopian country office Supply Chain team on renewal of yearly vehicle and motorbikes inspection process, annual renewal of insurance, follow, and update timely information on the insurance of newly procured vehicles.
Supervise drivers on their day-to-day activities and ensure staffs are getting best service.
Ensures timely maintenance of vehicles and keep each vehicle in a condition that is ready to use at any time needed and follow and control each vehicle’s service A, B, C, and D schedule.
Supervise and control weather all drivers are properly filling their log sheet.
Ensure every staffs are properly filling their vehicle plans, submitting as per the standard and they are assigned with appropriate vehicles in consultation with Supply Chain Coordinator.
Carefully mange every vehicle movement both within and outside the town.
Report accidents immediately to the Supply Chain coordinator and take timely action in reporting to the insurance Company.
Fill and compile movement-tracking sheet for every travels and update to the Supply Chain coordinator.
Collect and compile monthly fleet analysis tool from all category A, B and C offices and submit to Supply Chain coordinator.
Supervise staffs under him and periodically evaluate their performance against the objective they set
Performs other related duties as delegated by Supply Chain Coordinator or FOM.
QUALIFICATIONS AND EXPERIENCE
B.A degree in purchasing and supplies management / Management /, Economics or related fields
3 years relevant work experience of which at least 1 year in similar position
At least 3 years NGO experience.
· Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
Familiar with donor guidelines
· Highly motivated and able to work independently;
Experience to work under stress conditions
