Job Description

Job Purpose:

The Accountant, reporting to the Assistant CFC, is responsible for managing the cash and banking operations of the organisation at its HO in Addis Ababa. This involves:

  • Managing Cash and bank holdings within authorised limits

  • Ensuring that transactions are processed efficiently and fully and accurately recorded

  • Ensuring that balances are monitored, controlled and reconciled

  • Overseeing the introduction and potential expansion of internet banking

Main duties & Responsibilities:

Key areas of responsibilities:

The Accountant will work under the supervision of the Assistant CFC and carrying out the following main tasks:

A)   Bank Management:

  • ·       In compliance with Concern’s policies and procedures, assist implementation of country specific policies at the respective project offices, such as authorization limits, cash holding limits, cash movements, use of bank payment instruments, etc.

  • Prepare Bank Cheques, CPOs, Wire Transfer letters and other Bank payment instruments.

  • Ensure that all cheque payment requests are reviewed/checked/ and approved by finance and the appropriate budget holder respectively before payments are effected.

  • Perform daily posting of all Head office bank transactions in the excel bankbooks and make sure it’s updated daily.

  • Facilitate all head office bank transfers to field offices in consultation with the line manager

  • Interact as necessary with the banks - including collection of bank statements and advices from banks – and ensure good relations with bank personnel.

A)  Cash Management:

  • Monitor the work of the HO cashier in order to ensure that:

  • Cash holdings are kept strictly within approved limits

  • That cash is effectively controlled as well as frequently counted and reconciled

  • That transactions are fully and accurately recorded in the excel cashbooks

  • That the cashbook is closed efficiently at each month end and that it is promptly posted to the GL

B)  Online Banking

  • Assist in the introduction and testing of the field’s online banking software

  • Process transactions that are approved by CFC/Assistant CFC on the system

  • Maximise access to online banking information (and download country office bank statement on a weekly /bi monthly /monthly and share to the respective field offices)

  • Keep performance of the online banking system under review to identify and report any issues that may arise.

  • Recommend how we can maximise the use of internet banking – to introduce efficiencies. 

C)   Controls and Safeguarding:

  • Reconcile all Head Office bank books on weekly /bi monthly /monthly basis and submit the reconciliation statement to the respective manager for approval.

  • Provide inputs for adjusting entries arising from the head office monthly reconciliations. 

  • Address issues raised from the month-end bankbook reviews and bring long outstanding / greater than 6 months outstanding Cheques to the attention of his/her line manager.

  • Keep clear communication documents with Suppliers/ relevant internal and external staff for clearing all long outstanding Cheques greater than 3 months / identify the reasons why. Attach such communications with the monthly bank reconciliations.

  • Keep clear and timely communication documents for bank errors and attach them with monthly bank reconciliations.

D)   Finance Documentation:

  • Label all Head Office Bank and/or Cash book box files clearly as per Concern’s Archiving policy. . In consultation with documentation officer

  • File all bank Transaction Vouchers in numeric order and should be neat & manageable

E)   Other Duties:

  • Perform gap-filling role for a similar or lower position in the Country office and other locations, when necessary

  • Carry out other related activities in line with month-end and year-end task plans.

  • Adhere to the standards of conduct outlined in the Program Participant Protection Policy and Concern Code of Conduct.

  • Undertake any other duties as may reasonably be assigned by the line manager/s.

Job Requirements

  • BA in Accounting with minimum of 2 years relevant experience or Diploma in accounting with 4 years of relevant experience.

  • Strong attention to detail.

  • Computer Literate – Microsoft office package.

  • Very good written and verbal communication skills.

  • Honesty and Integrity.

  • Cross cultural awareness and sensitivity

Desirable:     

  •  Flexible, reliable, culturally sensitive.

  • Ability to work under pressure to meet tight deadlines.

  • Proactive/ initiative and be able to work with minimal supervision.

  • Ability and willingness to work as part of a multi-cultural team.
