Position Summary:

ICAP-Ethiopia, through the U.S Centers for Disease control and Prevention (CDC)/PEPFAR funding and, in collaboration with Ministry of Health-Ethiopia (MoH), the Ethiopian Public Health Institute (EPHI), and the Regional Health Bureaus (RHBs) supports planning, implementation and monitoring of digital health solutions for availability of high-quality individual level strategic information to track the progress towards the 95-95-95. ICAP also support the generation and use of accurate, de-duplicated, and de-identified patient level information to monitor the performance of HIV clinical cascade of interventions and HIV Case Surveillance (CS) in alignment with the national digital health strategy and eHealth architecture. ICAP works with all stakeholders to ensure local capacity building to define, develop, maintain, use, and evaluate efficient, high-quality, secure, sustainable, and interoperable health information system (HIS).

Under the supervision of the Director, ICAP Strategic Information project, the Technical Director will provide leadership and direction to project managers and staff. S/he will be responsible for the planning, coordination and supervision of project implementation, for tracking performance and progress, monitoring and adjusting project implementation accordingly to the evolving needs, and for preparing and submitting periodic reports as planned.

Duties and responsibilities:

·         Play key technical roles in the planning and overseeing the implementation of SI project activities, including software development, deployment and maintenance, HIV case surveillance, data quality improvement and information use.

·         Support for Public Health Emergency Management (PHEM) related surveillance data management, while ensuring quality of deliverables through partnership and direct implementation

·         Together with the Strategic Project Director and ICAP senior management team, develop periodic plans and funding submissions of ICAP Ethiopia and actively involve in grant writing and coordination of operational planning efforts of the Project

·         Develop and/or coordinate performance monitoring plans that reflect the overall workplan and indicators, including M&E system, quality assurance (QA)/quality improvement (QI), surveillance, data analysis and data use as aligned with the HIV Program and national HIS needs.

·         Lead ICAP’s strategic information project technical teams in the development, deployment, and maintenance of Digital Health solutions such as OpenMRS-based HIV Reference Implementation for Ethiopia (Ethiohri), HIV case surveillance, HIV related Laboratory Information System (LIS), and HIV related data quality assurance systems

·         Ensure development of all Digital Health solutions are in line with global digital good principles and practices

·         Lead the implementation of Ethiohri at hospitals and health centers with high volume of HIV patients in line with CDC/PEPFAR guidance and Ministry of Health directions

·         Manage the implementation and coordination of all ICAP’s strategic information project activities within the framework of the specific requirements of program areas.

·         Analyze the progress and develop strategy to achieve objectives of the strategic information project and anticipate changes proactively, and ensure overall project targets and donor obligations are met

·         Track and prepare the project’s progress reports including PEPFAR quarterly report to be shared with the ICAP Head Quarters, CDC Ethiopia, MoH, and other partners

·         Prepare detail budget proposals for the implementation, allocation of funds to all units, and supervise the appropriate utilization of funds in the respective units

·         Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular performance review sessions

·         Review and evaluate training and budget proposals for programs and evaluates and implements changes when necessary.

·         Oversee and direct team leaders and their subordinate staff in relation to their execution and/or implementation of strategic information activities

·         Receive, follow-up and finalize weekly and monthly reports of team leaders and their subordinate staffs.

·         Represents the ICAP strategic information project on various panels and program meetings with partners as assigned by the Project Director

·         Hire, supervise, train, and support employees, and their evaluate performance regularly

·         Perform other related duties as assigned by the Project Director and the senior leadership team.

Job Requirements

·         Master’s Degree in Public Health, Epidemiology, Biostatistics, Health Informatics, or International Development or related field is required; a PhD degree in one of these fields is preferred.

·         More than 10 years of experience in health systems with more than five years in leadership and management positions

·         Demonstrated ability to direct the work of others, ability to establish and maintain effective working relationships with employees, other agencies and departments and general public

·         Proven experience working with government officials to support strategy development, implementation plans and decision making

·         Ability to lead meetings, communicate both verbally and in writing.

·         Ability to work independently and as part of a team, organizing and prioritizing work strategically and efficiently

·         Ability to analyze complex organizational problems, work in stressful and tight working environment and to determine proper courses of actions

·         Solid experience of working on HIS and Strategic Information areas

·         Basic skills in project management, proven analytical skills working in a cross-cultural environment  

·         Demonstrated skills in report writing, documentation, and dissemination of information

·         Computer skills (MS Office, Internet) and skills in using statistical software such as SPSS and STATA, Power BI and Tableau data analytics tools,

·         Strong oral and written skills in English language

·         Previous experience working in managerial position at International Non-Governmental Organizations (NGOs) or MoH is advantageous
