Job Description

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian civil society development organization that works with other organizations to promote, facilitate and build organizational capacity to make mainstream government and non-governmental service delivery and development programs accessible to, and inclusive of persons with disabilities

ECDD is becoming one of the consortium members CSOs to implement “kefeta program- USAID Ethiopia Integrated Youth Activity” led by Amref Health Africa. Kefeta envisions Ethiopian youths who are game changers: empowered to advance their own economic, civic, and social development; resilient in the face of shocks; actively promoting development within their communities and contributing to the country’s peace and prosperity. Kefeta will strengthen the youth ecosystem in Ethiopia with integrated, multi-sectoral, youth-centered programming aligned with the Positive Youth Development (PYD) approach. In the coming five years, the program will reach out to two million Ethiopian youths, out of which 120,000 (6% of total) of them are expected to be youths with disabilities.  

ECDD will lead Kefeta’s disability inclusion activities ensuring the above-mentioned number of youth with disabilities are actively involved in and benefited from the program. Currently, ECDD is looking for 3 competent and qualified candidates for Kefeta’s Disability Mainstreaming Officers (KDMO) Positions.

Description of Tasks

The Project Officers are based at Jigjega, Kombolcha, and Adama, and report to the Kefeta Project Coordinator. The KDMO will be expected to travel widely within the assigned project cluster cities.  The Project Officers are responsible for the overall implementation, monitoring, evaluation, and reporting of activities and results of the project in their assigned cluster implementation areas, and ensures disability mainstreaming in every activity of Kefetas’s consortium member CSOs.

 
Specifically, the KDMO will:
 

1.    Prepare a Work Plan for the implementation of the activities of the project in the assigned region/city, based upon the ECDD- Kefeta Project Document and Budget

2.    Plan and implement activities according to the Work Plan

3.    Monitor and prepare periodic reports on the progress of implementation of activities

4.    Liaise with ReMSEDAs and MFIs in the area to provide training, advice and financial support to self-employed groups of persons with disabilities

5.    Contact public and private employers to identify employment opportunities and to create internship opportunities for job-seekers with disabilities

6.    Provide overall guidance and support to trainees, employees, businesses and cooperatives participating in the project

7.    Facilitate leadership and disability rights advocacy, and soft skills trainings

8.    Organize consultative workshops nationally and at the clusters on increased participation of youth with disabilities in governance and civic affairs

9.    Build the capacities of the implementing partners on disability mainstreaming skills and provide them continuous technical support on the issue of disability

10. Facilitate accessibility audit at selected TVETs and universities career centers for disability inclusion and accessibility and sensitize centers’ staff to include youth with disabilities

11. Facilitate capacity-building training to key staff/trainers from selected TVET's and cascade down the newly developed TVET disability mainstreaming guideline.  

12. Identify and mobilize youth with disabilities to enroll in Kefeta's youth economic empowerment activities

13. Engage in the strengthening the Ethiopian Business and Disability Network, and facilitate the participation of youth with disabilities in different Job fairs

14. Support establishment of youth enterprises and IGA groups composed of youth with disabilities and link to youth empowerment fund.

15. Undertake such other tasks as may be assigned by the ECDD - Kefeta Project Coordinator.

Job Requirements

Qualifications:

1.    Education – minimum BA in Social Work, Sociology, Business Administration or a related field

2.    Professional experience – minimum 3 years of responsibility for the implementation of donor-funded projects related to vocational skills training and youth development work

3.    Good understanding of national TVET policies and strategies, and extensive knowledge of other organizations active in livelihoods-related work in Ethiopia

4.    Good knowledge of the practice and profession of special needs education

5.    Previous professional work in vocational skills training is desirable

6.    Previous business experience is desirable

7.    Previous professional experience working with persons with disabilities is desirable

8.    Previous professional experience on youth empowerment project desirable

9.    Excellent interpersonal relationships and teamwork

10. Excellent communication skills

11. Able and willing to travel frequently to the project intervention areas

12. Competence in the use of computer applications

Fluency in English and Amharic or Ethiopian Sign Language, and knowledge of other Ethiopian languages are also advantageous.
