Job Description

MEAL System Development and Management

  • Designing the MEAL system of expanding access to quality EiE services project including data management system, setting clear data management flow mapping, MEAL process mapping, designing data collection tools and establishing MEAL technical working group.

  • Undertake responsibilities for the roll-out of the MEAL system to project staffs.

  • Work to develop customized quality benchmark for the project ensure project activities are implemented as per the required Quality.

  • Ensure functional accountability mechanisms are in place as the four pillar of accountability (Information sharing, participation, establishing and implementing Compliant and Feedback Mechanisms (CFM), and staff capacity building.

·         Work in monitoring the overall MEAL system for the project against specified results.

·         Design tools for data collection and analysis for the project.

·         Support the project Manager to facilitate and coordinate development of the project’s annual work plans; as well as quarterly, semi-annual and annual reports according to donor and SCI requirements.

·         Strengthen and follow up on implementation of detailed performance monitoring and evaluation plans for the project—with the guidance and active participation of the project Manager.

·         Oversee data collection tasks to ensure high-quality results for learning and donor reporting – both at the field and national level.

·         Work on documentation of findings on project activities and innovations, including lessons learned.

·         Support project staffs, with the project Manager, during implementation of project-related surveys and assessments.

·         Support evaluations and assessments, including review and/or writing of evaluation reports.

·         Provide technical guidance through regular meetings and site visits to the field.

·         Ensure adequate staff capacity building; conduct trainings and workshops, as appropriate.

·         Develop innovative approaches for strengthening the MEAL capacity of project staffs and implementing partners.

·         Ensure that all project MEAL documents, data, and other information required for project planning and reporting are documented, prepared and timely submitted in compliance with the requirements of the donor.

·         Establish and implement accountability mechanisms to beneficiaries through information sharing, setting appropriate compliant and feedback mechanisms – including data quality assessment (DQA).

Learning and Knowledge Management

  • Work to ensure the project is identified its learning objectives and evidence gaps.

  • In close collaboration with project team, facilitate in generating, storing and sharing knowledge

  • Ensure utilization of learning and knowledge generated for decision making and project improvement.

Job Requirements

EXPERIENCE QUALIFICATIONS AND SKILLS

 QUALIFICATION

  • BA/BSc degree in Statistics, Education Administration, Evaluation or related field from an accredited college or university

 EXPERIENCE

  • 4 years of experience in monitoring and evaluating education and/or other community based development projects. Experience with child protection and migration projects preferred.

  • Experience in the management of large-scale data collections and training preferred.

  • Experience in developing and implementing M&E tools and materials advantageous

 KNOWLEDGE, SKILLS AND ABILITIES

  • Capacity to evaluate data for M&E purposes.

  • Strong knowledge of donor reporting. Capacity to build the M&E skills of colleagues and community members.

  • Ability to produce high quality documents (ex. reports) for internal and external audiences.

  • Proficiency in using standard computer software, especially MS Office programs (ex. Excel).

  • Proficiency in using statistical analysis software, such as SPSS, preferred.

  • Ability to manage multiple tasks simultaneously and to meet agreed-upon deadlines.

  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.

  • Excellent oral and written communication skills in both English and Amharic language.
