ROLE PURPOSE:

The Senior Food Security and Livelihoods (FSL) and Resilience Advisor will use his/her in-depth contextual understanding, technical expertise, and relationship building skills to deliver our strategic ambition for Food Security and Livelihoods (FSL), resilience, climate change adaptation, social protection and cash-based programming in Ethiopia.

The Senior FSL Advisor will provide technical support in the programme design, budgeting, coordination, and support fundraising, as appropriate.

It supports the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across our programmes, teams and partners. The role will work closely with operations colleagues and with partners in Ethiopia CO, building his/her capacity and building ownership and agency of local organisations.

The post holder will support FSL&R Thematic Director to ensure that Save the Children's work is coordinated with Government plans and the efforts of other agencies. In coordination with FSL&R Thematic Director He/She supports coordination with FSL&R networks and forums.

The role includes on-job technical support at field level across range of priority issues including child-sensitive social protection, financial inclusion, market-based programming, youth and women economic empowerment, cash programming, Household Economy Approach (HEA) and livelihoods resilience building.

The role is expected to support the organization's interventions at the field level, hence the incumbent should be willing to all Save The Children operational areas and spend approximately 50% of his/her time at the implementation sites/field.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: FSL and Resilience Thematic Director

Staff reporting to this post: no direct reports but expected to provide coaching and mentoring support to operational and other technical colleagues and local partners

Budget Responsibilities: None

Role Dimensions: The role is expected to foster relationships with a wide range of internal and external stakeholders including Save the Children members, the Country Office Programme Development & Quality team, advocacy colleagues, Regional Advisors, technical counterparts in other organisation, donors, academia etc. The role is also expected to engage with internal technical working groups and communities of practice.

Context: Humanitarian / Humanitarian and development

Primary Technical area: FSL, resilience, nutrition sensitive programing, social protection & climate change

Primary Sub technical area: Adolescent Skills for Successful Transitions / Economic Empowerment

KEY AREAS OF ACCOUNTABILITY:

Actively lead on Program Development and Project Design: 25%LOE

  1. Contribute to the preparation of Save the Children Ethiopia's Food Security and Livelihoods portfolio providing context specific analysis and ensure alignment with national and SCI policies.

  2. Work closely with the NBD, PDQ, Ops and Field teams, support program development and resource mobilisation for FSL programming, including the development of high quality concept notes and proposals.

  3. Ensure that the minimum standards in the FSL and humanitarian sectors are maintained in accordance with the SCI common approaches, Sphere Charter, and Core Humanitarian Standards.

  4. Provide technical leadership for Climate Change and Resilience for the Country Office, and provide information and inputs to be used for SCI climate change related program development. Provide regular and consistent field level technical backstopping to climate change and resilience focused projects to ensure quality of our programming regarding climate change.

  5. Provide technical advice for Save the Children's positioning for policy and program engagement in child sensitive social protection, with the aims of improving child and gender sensitivity of social protection schemes and systems.

  6. Support Humanitarian colleagues (as needed) to develop emergency preparedness plans, and conduct sectoral assessments (including gender analysis, using SC assessment processes and tools) and to design and deliver emergency response and recovery programmes.

  7. Work with Child Rights Governance colleagues to ensure that a rights based approach is reflected in our programme design and implementation with a strong focus on child participation

Contribute to Quality Program Implementation 50%LOE

  1. Support Operations and Field Teams to ensure timely and quality programme implementation to ensure impactful and timely delivery of programme activities, including monitoring against logframes, contributing to individual performance management and work plans.

  2. Work and support field teams to prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.

  3. Work with procurement, operations, finance and other teams to ensure appropriate modality of aid transfer and an accountable cash transfer mechanism is in place and due process is followed.

  4. In coordination with FSL&R Thematic Director, HR and Operation teams, identify FSL staffing needs and contribute to induction and training of new staff.

  5. Build capacity of national staff and partners in key technical approaches related to FSL

Active Involvement on Program Monitoring and Evaluation 10%LOE

  1. Work with Monitoring, Evaluation, Accountability & Learning (MEAL) teams to carry out gender and power analysis, and conduct quality monitoring against international standards through participatory methodologies that promote gender equality and social justice (including child-friendly and gender sensitive/transformative methodologies);.

  2. Contribute towards the creation of an organisational learning culture that promotes the use of disaggregated data, evidence and analysis (including gender and power analysis) and understands its link to quality and accountable programming; Contribute to strengthening the use of equality-focused programme principles and good practice across themes and sectors.

  3. Undertake field visits to project sites; work with implementation teams to understand impacts, operational challenges, and continuously identify opportunities for learning and improvement.

  4. Contribute to organisational learning on FSL, ensuring that learning from our programmes is shared across the Country Office and our partners, as well as with colleagues in the wider regional and global FSL community in Save the Children. This will include gathering and sharing learning internally with the FSL TWG as well as externally. Learning will focus on issues such as the effectiveness of multisectoral approaches and/or the integration of HEA in FSL programmes..

  5. Monitor trends in order to ensure early action; and lead technical design and implementation and technical coordination of humanitarian responses. Ensure links with other relevant thematic areas in emergency setting.

Networking & External Engagement: 15%LOE

  1. Support FSL&R Thematic Director, on external representation to FSL national technical coordination and networking bodies such as clusters and working groups such as DRM-ATF Cluster, Cash Working Groups, Social Protection and relevant national coordination platforms.

  2. Support evidence based national advocacy and continuous positioning of SC's CSSP policy and programming engagement, to influence social protection policy development and reform.

  3. Ensure the quality, clarity and consistency of technical components of internal and external reports (e.g. programme reports, sit-reps, internal updates), working closely with awards, and programme implementation and communications colleagues as needed.

  4. Leverage and liaise with technical colleagues from across Save the Children, including technical working groups and centres of excellence, ensuring that learning from the Country Office is shared with others and global lessons brought back.

Job Requirements

  • BSC Degree in Agriculture, Food Security, Rural Development, , climate change, natural resources or related fields

EXPERIENCE AND SKILLS

  • 12 years of experience of leading the design and implementation of humanitarian and development programmes in the field of food security and livelihoods, nutrition sensitive interventions, Resilience, Early Warning, etc

  • Understanding of the food security and livelihoods sector in Ethiopia

  • Familiar with nutrition-sensitive approaches, financial inclusion, market-based programming, youth and women economic empowerment, cash programming, Household Economy Approach (HEA) and graduation and livelihoods resilience building approaches.

  • Track record in successful business development/fundraising USAID, DfiD, European Commission, Private Sector Foundations (e.g. Mastercard or Ford Foundation), etc

  • Demonstrated program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale.

  • Experience of strategy development and planning

  • Experience of context, capacity and policy analysis, and influencing and advocacy at regional/international level in order to hold duty bearers to account to realise children's rights (e.g. Food Security/Nutrition assessments, Household Economy Analysis, market assessment (PCMA, EMMA), labour market assessments, market system/value chain analysis, gender analysis, Cost of the Diet, cost barrier analysis, Hazard Vulnerability and Capacity Assessment - non exhaustive list)

  • Skilled at networking, representation and partnership development in order promote learning, strengthen civil society and mobilise resources.

  • Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn't work for children

  • Experience of promoting quality and impact through at least one cross-cutting area: gender equality and inclusion, adaptive and safer programming; child rights; disability; migration and displacement.

  • Experience of supporting humanitarian preparedness, response and recovery

  • Significant experience in training, capacity building, and mentoring

  • Fluent in English and Amharic; and high level of English writing skills.
