The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Water and Habitat Engineer 1 based in Addis Ababa.
GENERAL DUTIES
Understands and adheres to the 7 Fundamental Principles of the Red Cross/Red Crescent Movement;
Understands and adheres to the ICRC Code of Conduct;
Understands the three components of the Red Cross/Red Crescent Movement;
Respects and observes staff regulations and security rules at all times;
Represents the ICRC in a professional manner at all time;
Develops and maintains a pleasant and conducive working environment with colleagues and line managers;
Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC;
May be asked to perform duties and tasks not covered in this job description as well as to provide support to other departments when necessary.
ACCOUNTABILITIES AND RESPONSIBILITIES
SPECIFIC ACTIVITIES
Develops an operation and maintenance plan (including Strategy/ HR/ Budget/ Materials and Equipment/ Skills/ Systems Plan) in collaboration with the Federal and regional Prisons
Supports the implementation of this plan through monitoring, training (ICRC managed or ICRC outsourced) and managerial and technical advice in collaboration with the Federal and regional Prisons Authority Engineering department
Facilitates, contributes to and manages design inputs into the design team established by Regional Prison Authority for the design of new Regional Prisons
Designs, and manages the implementation of, any other detention projects assigned by the water and habitat team leader. These will likely include water supply and distribution projects or wastewater treatment projects.
Reports verbally, by narrative and financially on projects under their management to the water and habitat team leader.
Represents the ICRC in meetings with Prison Authorities and other Government Authorities and with Commercial Companies, International Organisation and Non-Governmental Organisations that the ICRC water and habitat department collaborates with.
OPERATION AND MAINTENANCE
Working with the FPA and regional Engineering Department, states and collects all the information and data required for the development of an operation and maintenance plan for the new and existing prions in Federal and regions. This will include drawings of the new Prison especially water, sewage and electrical; details and manuals of equipment installed in the Prison; existing operation and maintenance strategies, systems, and human, financial and materials resources
Working with the FPA and regional Prison Commission Engineering Department, develops a documented operation and maintenance plan (including Strategy/ HR/ Budget/ Materials and Equipment/ Skills/ Systems Plan
Working with the FPA and regional Prison Commission Engineering Department, manages and organises the capacity building of the FPA and regional Engineering department staff that will enable the operation and maintenance plan to be implemented.
Coordinates with other ICRC departments concerning the operation and maintenance project Close coordination with the Detention team including the Prison management Delegate is essential.
Implements and supervises the correct application of all Administration and Logistical procedures for the preparation of Tenders, Selection tables, Contracts Prepare short and long-term budget forecast and follow up on all expenditures related to the project.
OFFICE ACTIVITIES
a. Reporting
Writes field trip reports based on given guidelines
Writes minutes of workshops and meetings
Manages WPA reporting for projects assigned
Provides contributions to BOR, BFR, Quarterly Reports, PfR
c. Administration – Finance
Ensures necessary administrative work is implemented on time
Knows, applies and complies with all the administrative procedures linked to his work (financial
and HR such as appraisals, Time reporting, budget follow up, …etc)
Keeps files of assigned projects up-to-date at all times
d. Office
Develops and maintains a pleasant working atmosphere with colleagues and superiors.
Participates in conflict management.
Participates in internal meeting.
e. Interpretation – Translation
Interprets accurately from English to National language and vice versa during field visits and
otherwise, as required.
Translates documents from English to National language and vice versa as required
Adapts his/her behaviour to various interlocutors
f. Treatment of information
Registers and treats information (general and specific) accurately and with confidentially
Maintains regular contacts with interlocutors (NGO's, associations,
etc.) and exchange information as required.
University degree in Electrical, Mechanical, Industrial, or related Engineering fields
Minimum of 4 years work experience in a similar function
Fluent in written and spoken English and Amharic
Proficient in use of standard programmes (Word, Excel, AutoCAD, Primavera, SAP etc)
Team leadership skills
Very good analytical skill
Good knowledge of the geographical assigned area
