Job Description

Under the functional supervision of the HQ Financial Controller and the HQ National Human Resources Project Officer, the Finance and HR Officer contributes to the sound financial, accounting, and budgetary management of the mission as well as the management of human resources and administrative and legal files of the mission in compliance with national legislation, PUI and donor procedures. S/he works under the hierarchical supervision of the Head of Mission

Tasks and responsibilities

  • Financial, budgetary, and accounting management: S/he participates in the financial, accounting, and budgetary management of the mission and ensures compliance with the related procedures.

  • Human Resources Management: S/he contributes to the administrative human resources management activities on the mission with the functional support of the HQ National Human Resources Project Officer.

  • Administrative management: S/he supervises the administrative management on the mission and ensures compliance with the related procedures.

  • Coordination and Reporting: S/he centralizes and disseminates information within the database for all matters related to financial, administrative, legal and human resources and participates in internal and external reporting in these same fields. 

  • Representation and Networking : S/he builds work relations with other Finance and HR employees of NGO’s working in Ethiopia. S/he represents the association with relevant partners, authorities and various local actors involved in the financial, administrative, legal and human resources fields of the mission

Specific objectives and linked activities

  • ENSURE SOUND FINANCIAL, BUDGETARY AND ACCOUNTING MANAGEMENT OF THE MISSION 

  • S/he ensures that the accounts are entered according to internal rules and communicated to the Financial Controller according to the schedule established, after validation of the head of mission .

  • S/he is the guarantor of the account keeping and ensures that the balances of cash and bank accounts are always absolutely justified by the appropriate accounting documents. 

  • S/he ensures the proper maintenance and archiving of accounting and HR documents (journals, accounting documents, bank reconciliation, physical inventories, bank statements taxes statements HR files, etc.).

  • S/he prepares the Finance and HR documents to be submitted to the HQ finance team. 

  • With the HQ finance controller and the head of mission, s/he monitors the cash flow of the With the HQ finance controller and the head of mission, s/he monitors the cash flow of the mission, supervises petty cash payments and prepares bank transfers. 

  • Together with the HQ finance controller and the Head of Mission, s/he ensures that an internal control system is in place. 

  • S/he participates to the update of Finance Follow-Up.

ENSURE SOUND MANAGEMENT OF THE BASE NATIONAL HUMAN RESOURCES 

  • S/he is contributes to the recruitment processes (validation of job term of reference, recruitment requests, publication of the offers, first CV screening, contractualisation etc.).

  • S/he participates in the decision of disciplinary sanctions or termination of employment contract in connection with the Head of Mission. 

  • S/he participates in the integration of any new employee on the mission, coordinate their induction and ensures in particular that administrative, HR and financial procedures are explained and understood. 

  • S/he ensures compliance with PUI Rules of Procedure and policies.

  • S/he participates to the administrative management of national staff, including contract management, attendance and absence monitoring, staff record creation and maintenance, and archiving.

  • S/he is responsible for the preparation of the HR database and payroll operations.

  • S/he carries out a legal watch on the different taxes and contributions for which the NGO is liable, and liaises with the public institutions

  • S/he is reponsible for collecting datas about compensation and benefits from other partners in order to realize a salary benchmark.

  • S/he is responsible for the calculation and reporting of taxes and realizes the reportings and payments to the relevant bodies for the employeesof the mission. 

  • S/he ensures compliance with the good working conditions of the employees of the base and works in collaboration with the employees legal bodies of representation and consultation. 

  • S/he updates the organization chart, and collect the training needs of the national staff.

  • S/he participates and ensures the definition and application of the HR policies of PUI (evaluates the changes, monitors the evolution of the cost of living, etc.) and refers it to the Head of Mission.

MANAGE THE MISSION ADMINISTRATIVELY 

  • S/he ensures PUI registration to relevant administrative bodies, prepare and follow closely the registration processes.

  • S/he ensures PUI compliance with Ethiopian legislation in terms of fiscal, labor, administrative law, and liaise on these matters with the lawyer.

  • S/he is in charge of following the visa procedures for expatriate staff.

  • S/he verifies and pre-validates all contracts drawn up on the mission, before submitting them to the Head of Mission. 

  • S/he manages the administrative monitoring of rentals, claims and insurance contracts. 

PARTICIPATE IN COORDINATION ON THE MISSION, REPORTING AND CIRCULATION OF INFORMATION

  • S/he sends internal and external reports to the HoM, to the Finance Controller, National Human Resources Project Officer within the internal validation deadlines (HR database / HR Reporting Tool/ Accounting / cash flow forecast). 

  • S/he participates in core and internal coordination meetings of which s/he is an active member.

  • S/he ensures an efficient flow of Finance and Human Resources information. 

  • Externally, s/he supports the HoM in his/her representation of PUI with the administrative authorities for all HR and Finance matters (Bank, Social Security, Labor Inspection, etc.).
