Job Description

Dimensions of Role:

The Child protection in Emergency (CPiE) Coordinator is responsible to lead and coordinate implementation of child protection in emergencies project activities and services to emergency affected children in humanitarian crises.

The post holder, she / he will coordinate the programme at Zonal, Woreda or IDP site level and ensure that projects are implemented in target locations as per the agreement entered with government stakeholders and signatory offices. He/she will be providing guidance, support, mentoring and coaching to Child Protection in Emergency Officers, CPIMS Officers and Social Workers to smoothly run the implementation of child protection case management and provision of psychosocial support services and ensure quality of programs delivered to beneficiary children and their families. He/she will ensure periodic; regular and interim timely and quality reporting of response and child protection situation in intervention/target areas.

Typical Responsibilities:

Project management, implementation and reporting

  • Oversee implementation of child protection in emergency project activities ensuring that services are delivered on time, on budget and in compliance with donor regulations;

  • Ensure that child protection partners and frontline staff understand the requirements and quality standards for implementation;

  • Work with the CPiE Programme Manager to ensure child protection program is implemented in ways responsive to communities, stakeholders, and children in line with Plan International principles, values, procedures and strategic plan;

  • Work with the CPiE Programme Manager to develop detailed implementation plans (DIP) including procurement, recruitment and distribution schedules of program supplies in line with program logistics/supply chain capacity;

  • In coordination with the CPiE Programme Manager, work with the child protection team to develop work-plans and follow-up with team members regularly to ensure that activities are on track;

  • Supervise CPiE Officers on their day-to-day work and provide them with hands-on technical support and guidance;

  • Monitor project progress against both programmatic and budgetary targets, making adjustments to project implementation as necessary in consultation with the CO CPiE Technical team;

  • Prepare timely and high-quality project and donor reports on project activities in compliance with internal plan International requirements and any relevant external donor requirements;

  • Undertaking ongoing protection needs assessments, capacity assessments of local stakeholders and identify needs to be addressed as a matter of urgency;  

  • Provide timely coordination and guidance in the delivery of child protection in emergencies programs.

Partnership development and strengthening

  • Periodically collect information about other organisations working within the region to avoid duplication and streamline CPiE response activities;

  • Take advantage of opportunities for different kinds of partnership to ensure enhanced quality program implementation;

  • Provide technical support and coaching to local government stakeholders on child protection in emergency thematic area as well as in their individual development and performance management;

Coordination and advocacy:

  • Represent Plan International at cluster/coordination/working group meetings (protection, child protection, GBV, mental health etc) and other meetings and forums in the project area;

  • Ensure that project interventions continue to be informed by and integrated with other core sectors of plan International, such as education, health & nutrition, WaSH, SRHR etc;

  • Continuously identify and document child protection issues in the project area, and ensure that relevant stakeholder and duty bearers are informed;

  • Identify and develop case studies for the purpose of reporting, advocacy and influencing efforts.

Monitoring, and Evaluation:

  • Actively monitor child protection project activities at field level, ensuring quality of Plan International’s project and flagging concerns ahead of time to the Child Protection IN Emergencies Programme Manager and others concerned;

  • Input into the development of M&E and indicator tracking plans for all grants, and the development of additional M&E tools as necessary to monitor project progress led by MEAL team;

  • Work with CPiE Programme Manager to ensure appropriate, timely and accurate data collection against agreed indicators to enable both internal and external reporting;

  • Work with MEAL team to identify and incorporate project suitable accountability mechanisms;

  • Lead discussions with government stakeholders, communities and beneficiaries on project progress review.

Job Requirements

Educational Qualification and Experience

  • Bachelor’s Degree in Sociology, Psychology, Social Work, Community Development, Law, Political Science and related fields with at least 5 years relevant experience of which at least three years’ experience with NGOs

Knowledge

  • Knowledge of the child protection in emergencies sector including protection risks and response interventions.

  • In-depth knowledge of project cycle management and child centred community development programming.

  • Knowledge of development and humanitarian issues, trends, challenges and opportunities and implications to child protection.

  • Knowledge of child protection in emergencies standards, principles and procedures.

  • Knowledge of effective participatory monitoring and evaluation systems and processes.

Skills Specific to the Post

  • Proven experience as a trainer and in developing structured and comprehensive curricula and training manuals.

  • Excellent interpersonal skills, including the ability to build relationships with colleagues.

  • Excellent written and oral communication skills, including presentation.

  • Strong negotiation, influencing and problem-solving skills.

  • Hands on skill to interpret financial data, in order to understand budgetary processes including planning, monitoring and reporting.

  • Ability to analyse information and evaluate options including planning skills.

  • Proficient in computer skills and use of relevant software and other applications.
