Job Description
The Project LAF Officer will be responsible for the overall management of logistics, administration, and finances. He/she provides adequate logistics functioning of the project by taking into consideration the organization's rules and regulations and supporting the partner organization. He/she is responsible for the project vehicle, motorbikes, and other office equipment and ensures efficient and effective use of project resources with good coordination. He/she supports and supervises procurements for activities of all partners. He/she guarantees proper administration and finance support of the project by applying all corresponding policies. He/she manages the WHH and overall project budget and provides technical support to partners' financial staff and reviews financial records at the field office level. He/she supports the overall office management of all partners in the field.
The LAF officer will be directly reporting to the head of the project, however, regarding technical functional issues, she/he will be expected to have a functional relationship with the country office logistics, admin and HR, and finance team for technical guidance, follow-up, and reporting purposes.
Duties and areas of responsibility
Finance duties:
Maintain Cashbooks and accounts records and ensure payments are allocated to the correct project and budget line.
Signing of the Cheque jointly with project coordinator
Ensure all the necessary documentation is collected, checked and attached to payment vouchers for submission to country office.
Prepare monthly funds request in consultation with Country Office.
Coding of transactions for the project and make sure it is in line with project budget lines
Prepare monthly expenditure report.
Ensure utility bills are paid in time.
Guaranty that donor compliance aspects are respected, and all related documentation are well filed
Ensure all project, Logistic and administration relevant documents are properly filed.
Ensure settlement of income tax, withholding tax and other in time.
Review monthly financial report of partners and forward to Country Office.
Provide finance-administrative support to partners to maintain quality financial report.
Represents WHH as a member of the procurement committee for partner procurements
To support local procurement as required according to WHH / BMZ procurement policies; to ensure adequate documentation is prepared for all partner purchases.
Logistics duties:
To undertake local procurement as required according to WHH procurement policies; to ensure adequate documentation is prepared.
To maintain a record of stocks in WHH stores and undertake regular checks and share reports with Country Office
To control and manage all vehicles at project office; to ensure that required safety checks are carried out, to carry out fuel consumption checks and ensure that logbooks are correctly filled in
To control all assets of the project office, to manage the equipment and ensure that they are properly used
To ensure that the project office is safe and secure
Administration duties:
Support the project office in the daily errands
Ensuring that reports are submitted timely
Follow-up personnel matters contracts, leave discipline and absence
Keeping regular communication with Country Office about program status and general situation
Keep and maintain office filing system
Represent the office in the woreda and zone meetings/consultations
Supporting visitors in all administrative issues
Handel all staff related issues and correspondences in accordance to the personnel manual and the labor law
Maintain good internal communications and relationship with all staff and provide relevant information on time, as and when requested
Educational Qualification
BA degree in Accounting, Finance and management
Certification in relevant areas would be desirable
Experience
Minimum of 5 years’ NGO experience, ideally including in international NGOs and/or managing consortia projects
Skills and Competencies
Language proficiency in English, Afar and other local languages are an advantage
Excellent knowledge of computer applications (MS-Excel, MS Word, PowerPoint Outlook)
Knowledge of relevant accounting software
Integrity and trustfulness
Creative, flexible, and proactive
Ability to manage stressful situations and work under pressure and meet deadlines.
Excellent communication and interpersonal skill
Willingness to work in the field and travel to remote and unstable areas
