PATH seeks to recruit a Senior Social and Behavior Change Communication (SBCC) Officer - Advocacy and Community Engagement for the COVID-19 Vaccine Hesitancy Project in Ethiopia. The Senior SBCC Officer - Advocacy and Community Engagement will work as part of the vaccine team at the PATH Ethiopia country office with frequent travel to the project implementation areas and will support the design, implementation, monitoring, and evaluation of project interventions, and provide technical assistance to national and sub-national immunization programs through collaborating with immunization communication working groups. 

The Senior SBCC Officer - Advocacy and Community Engagement will work under the guidance and supervision of the Senior SBCC Advisor COVID-19 Vaccine Hesitancy Project in Ethiopia.

Responsibilities:

  • Lead the design and planning of advocacy and community engagement activities for the COVID-19 Vaccine Hesitancy Project in Ethiopia.

  • Co-facilitate and design targeted, tailored, gender, culture, and religion-sensitive and inclusive advocacy, social mobilization, and community dialogue interventions advocacy and community dialogue sessions and workshops.

  • With the support of the Senior SBCC advisor, organize and facilitate advocacy workshops, social mobilization, community engagement, and communication interventions.

  • Follow up and monitor the impact of advocacy and community dialogue on the targeted groups and support the senior SBCC advisor in report writing and best practices and lessons learned documentation.

  • Co-lead and Support the senior SBCC advisor in designing SBCC interventions (advocacy and community engagement) for targeted groups

  • Provide technical support on SBCC-related activities and build the capacity of government staff to roll out the agreed interventions.

  • Support in the design, development, production, and dissemination of tailored and effective communication (SBCC) materials and media messages and facilitating the distribution and broadcasting of communication materials and media messages.

  • With the support from the Senior SBCC advisor, planning, implementing, and monitoring project activities.

  • Provide technical advice and support to national, Addis Ababa, and Bahir Dar City Administrations EPI teams, facilitating cross-regional learning related to immunization social and behavior change communication programming.

  • In collaboration with the data manager, analyze and use evidence to improve the overall approach for behavior and social norms changes.

  • Support national, Addis Ababa, and Bahir Dar City Administrations EPI teams in adapting /adopting and implementing tailored culture, religious, and gender-sensitive and inclusive SBCC initiatives to address vaccine hesitancy.

  • Collaborate in the monitoring of advocacy and community engagement-related project activities as requested, including field-based visits Project implementation areas

  • Co-lead the preparation of technical communication materials related to advocacy, social mobilization, and community engagement and support the documentation of best practices and lessons learned

  • Any other tasks as requested by the immediate supervisor

Job Requirements

Required Experience

  •  Master’s degree or higher in public health communications, public health administration, and or other relevant behavioral/social science field.

  • Minimum five (5) years’ experience in public health programming, policy or research, community mobilization, and advocacy, with at least three (3) years experience in the area of immunization and maternal/child health programs.

  • Proven experience in organizing and facilitating higher-level advocacy, and community engagement initiatives.

  • Experience managing a comprehensive strategic behavior change program, including communications to advance an organization’s mission and goals required.

  • Proven ability to create and maintain effective working relationships with government, partners, and other organizations at various levels.

  • Skilled in successfully working with geographically dispersed teams, strong interpersonal skills, and ability to work as part of a team, including cross-cultural teams.

  • Substantial experience in social and behavior change programming is required.

  • Excellent analytical, written, and oral communication skills.

  • Ability to travel to regions, estimated to be about 40%.
