Job Description
The Monitoring, Evaluation and Learning Manager is responsible for leading the implementation of the monitoring, evaluation, and learning framework and approach for FSCE’s projects across the board, ensuring alignment of the process with the MEL framework and approach strategic focuses besides project-specific objectives; and providing management and technical assistance to subordinates as required. The MEL Manager is a key role within the FSCE program team and works closely with the program director, finance and administration manager, and APO managers and with other senior management team remembers and APO-level managers on issues that require high-level guidance and decision. The MEL Manager provides overall quality assurance on reporting, advice, and capacity building to the FSCE team in the head office and APOs including satellite offices to continually improve data collection, reporting, and learning processes. Besides regular activities, s/he will give high special attention to the data management and quality matters of the Kefeta project in collaboration with the MEL officers/assistants and the rest of the project staff at the different levels.
Qualification/Education: B.A/M.A/M.S.C Degree in social science, economics, sociology, statistics, development studies, or other related fields
Experience: at least 10 years for BA or a minimum of 7 years for MA of relevant NGO work experience in developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting, and/or other aspects of M&E in developmental and emergency contexts.
Duty station: Addis Ababa, with frequent travel to project sites
TECHNICAL AND OTHER SKILLS
Substantial experience in Monitoring, Evaluation, Accountability and Learning in child and youth related emergency and developmental projects.
Good understanding of emergency and development projects context and experience working with different donors, including EU, USAID, UN agencies and others.
Firm belief in teamwork, and sensitive to gender equality, child safeguarding and disability inclusion and participatory approach and sustainable development,
Competencies: Respect, accountability, courage, excellence, building partnership, contributing to team success, innovation, pro-active problem solving, analytical ability.
Experience in data collection, quantitative and qualitative analysis, and handling of electronic data collection tools.
Highly developed interpersonal and communication skills including positively influencing existing mind-sets, negotiation, and coaching.
Commitment to and understanding of FSCE’s objectives, values and principles.
