MEAL Officer

ZOA’s programme in Ethiopia

ZOA works in several regions in Ethiopia: Gambella Regional State (field office in  Gambella Town), Somali Regional State (field office in Dolo Ado and Melkadida refugee camp), Tigray Regional State (field office in Shire and Mekelle), Oromia Regional State (field office in Harar), Amhara and Addis Ababa. In Ethiopia, ZOA works with Internally Displaced People (IDPs), host populations, persons with disabilities, returnees, and a large population of refugees who fled a combination of violence and drought in Somalia, South Sudan and Eritrea.

Your challenge 

He/she will be part of the Amhara Dessie area Programme team in pursuing the monitoring and evaluation tasks together with the Area Manager and Country Office MEAL team and ensuring high quality and timely inputs provided for implementation of programme office projects activities to maintain its overall objective and results in a cost effective and timely manner. The task holder is required to timely and accurately documents the progress of the projects and document lessons learnt and report by developing and implementing a sound M&E system. He/she also will be responsible for an increased level of transparency and accountability to the refugee and host community as well as other stakeholders, according to the Core Humanitarian Standard.

ESSENTIAL RESPONSIBILITIES AND DUTIES:

Monitoring and Evaluation:

  • Support program office   MEAL staffs in developing MEAL systems, including MEAL plans; project implementation plans, log frames; IPTT; data management tools for the Amhara ZOA programmes and projects;

  • Provide technical expertise, support, mentoring and training on MEAL and any other topic to ZOA project staff members as required;  

  • Establish databases for all projects and analyze the monthly reports from the field;

  • Conduct quarterly field visits per programme office for monitoring of implementation following the proposed plans and submit reports to area Manager and Country Office MEAL coordinator;

  • Closely work with the Area Manager and MEAL coordinator on the design and roll-out of standardized monitoring tools and methodologies;

  • Contribute to the formulation and writing of proposals and reports;

  • Compile and disseminate periodic reports including monthly action plan tracker(IPTT) and CFRM database, and quarterly MEAL report to management team for decision making; 

  • Collect good quality monitoring data (field monitoring visit and IPTT, organize data to ensure that regular reports are generated from monitoring data and that findings are communicated effectively to the Country Office and Programme Office in a timely manner;

  • Ensure the utilization of appropriate reporting templates that facilitate the acquisition and aggregation of information in programs or develop and maintain effective information database;

  • Participate in all other aspects of MEAL, for example surveys, baselines, evaluations, joint projects monitoring and reviews / lessons learning workshops/events;

  • Analyze and discuss findings based on regular monitoring data with program team

  • Maintain and monitor end user documentations and beneficiary lists on all projects that deliver services and products;

Accountability:

  • Together with the Country Office MEAL Coordinator undertake accountability activities and develop tools to track adherence to Core Humanitarian Standards,

  • develop and use of accountability information materials and the establishment of a pilot complaints response mechanism. This may include management of an Accountability Assistant, ensuring that complaints are logged and addressed in a professional and timely manner and that serious complaints relating to abuse, exploitation and corruption and referred appropriately.

  • Collect good quality CFRM data bases and organize data to ensure that regular reports are generated from beneficiaries feedbacks & complaints data and communicated effectively findings to the Country Office and Programme Office in a timely manner;

  • Ensure all accountability policies and procedures, including the operation of ZOA Ethiopia’s field-level feedback and complaints mechanisms, are adhered to, are fully operational and understood by ZOA staff and beneficiaries;

  • Further develop and update ZOA’s accountability-related communications and learning materials for both staff and beneficiaries, promoting standardization and common minimum standards of accountability mechanisms for all programmes;

  • Conduct regular field visits to monitor ZOA’s compliance with the internal accountability policies and procedures as well as the Core Humanitarian Standards

Learning and Knowledge Management:

  • Organize and coordinate lessons learnt workshops/review of program work plans with partners and other stakeholders;

  • Promote learning in the project, particularly on issues of programme quality and contribute to quality assurance of projects. Regularly produced and report on best practices and case studies;

  • Ensure new analysis and information is available, including for the forthcoming communications strategy;

  • Ensure that beneficiaries and other vulnerable community members including stakeholders are involved and participated in all MEAL activities.

Dealing with Problems:

The incumbent should have a high degree of problem analysis for both external and internal environments in order to propose viable solution which is in line with the organizational rules and regulations.

Communications and Working Relationships:

Internally: MEAL Coordinator, MEAL Manager and Area manager.

 Externally: Refugees, host community, community committees, local and international NGOs operating in the same geographical locations, government bodies, donors, external consultants.

1.    Compensation

2.     Allowances

  • Transportation allowance:  ETB 1,500 for our programme field office staff, & ETB 2,000 for our country office staff per month.

  • Airtime Allowance: We provide data and airtime to enable you to conduct your work outside of the office.

  • we provide a closed user group so you can speak to your colleagues at no cost.

  • Food Allowance: we provide lunch daily at our offices, ZOA pays 600 ETB per month and staff contribute 400 ETB per month.

  • Severance payment: one month’s salary for an extra service year.

  • Hardship Allowance: If you are working in identified places as a remote and hazardous by the government, you will be entitled 20-40% additional allowances of their basic salary. Therefore, we provide 40% hardship allowance to ZOA employees working in Gambella, Dollo Ado and Shire field offices.

  • Transfer Allowance: We provide transfer allowance of 10,000 ETB If, in case of you permanently shift or transfer to a new programme area.

3.     Paid Leave

  • Our flexible paid time off package gives you the flexibility you need.

    • Annual Leave: 20 days of annual leave in addition to public holidays, and you are also granted one extra day for each extra full year.

    •  Enhanced Maternity Leave provision, 4 months

    • Paternity Leave 5 working days.

    • Rest and Recuperation (R&R): We provide you 5 working days for every consecutive 12 weeks of work R&R leave to unaccompanied staff who work away from their permanent place of residence to spend time with their family. Therefore, ZOA provides R&R leave for its employees who work in the program offices in Somali, Gambela, and Tigray regions.

    4.    Insurance

     Provident Fund  + Pension: : 32% (22% from ZOA and 10% from You.

     Life insurance  

     Medical Insurance: We also covers your dependents, and your medical expenditures are covered by ZOA up to 100% of each invoice, up to a defined maximum refunded amount of Br 200,000 ETB  per annum.

Job Requirements

Education & Experience

  • BA/MSc in Economics, Agricultural economics, Statistics or other Social Sciences studies;

  • At least 3-5 years’ years of progressive experience in, and extensive knowledge of M&E, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of M&E;

  • Experience with statistical packages such as SPSS, GIS Software: MAP-INFO, ARC-VIEW preferred but not required;

  • Experience in digital data collection Kobo tool box, ODK etc.

Minimum qualifications Skills & Attributes

  • Specific knowledge of donors such as UNHCR, OFDA, WFP, UNOCHA, EU, MoFA The Netherlands, is highly desirable;

  • Refined professional writing and verbal communication skills;

  • Experience in Project Cycle Management and CHS;

  • Strong interpersonal skills and ability to foster collaborative relationships with employees; highly approachable and responsive in nature;

  • Ability to work with programme staff of varied skills, experience and background at all levels.

  • Being able to work under pressure and meeting deadlines;

  • Excellent time management and prioritization skills;

  • Independent, self-starter; makes informed decisions without constant direction;

  • Strong working knowledge of MS Office required;

  • High accuracy and attention to detail.
