Job Description

The purpose of the position is to provide effective and professional leadership/management role for the multisectorial emergency interventions funded by different donors in South Wollo zone. This includes Concern’s health and nutrition, Wash, Cash and NFI interventions in South Wollo zone. 

Main Duties & Responsibilities

Leadership, Coordination and Networking

Project Management

  • Manage the implementation of MHNT, NFIs, cash, WASH, health and nutrition intervention projects as per the project proposals and budget secured.

  • Coordinate and lead the overall implementation of emergency projects including cash and NFI distributions and health, WASH, and nutrition service provision in the South Wollo area. As well as ensure the follow-up of activities through an effective presence in the field

  • Plan and ensure the proper and timely utilization of the allocated project's financial and other resources funded by different donors.

  • Contribute to budget preparation and revision as necessary.

  • Coordinate and insure that reports from all team leaders in respective projects and supervisors are received timely, compiled, analyzed and submitted.

  • Analyze lessons learned and make any necessary recommendations or suggestions from the analyses, submit them and discuss them with management.

Staff Management

  • Co-ordinate and manage projects staff and conduct PDR of each of these staff members under direct supervision and ensure all other supervisors do the same.

  • Assist all projects team to develop weekly and monthly objectives and work-plan for the projects and ensure that all planned activities are met according to the timeline of the proposal.

  • Monitor staffing needs and ensure the recruitment of local staff under respective emergency projects on timely manner.

  • Ensure the projects logistic staff are tracking & properly managing allocated fleets, project supplies and other supplies.

External Coordination and Networking

  • Follow the security situation in the South Wollo Area and update the Area Coordinator about security issues on regular basis.

  • Ensure good collaboration and participation with local government and other relevant partners.

  • Liaise with relevant national and international NGOs operating in the area and government bodies to ensure information sharing and coordination, regarding response plans, agreements and reports.

  • Participate to relevant coordination and cluster meeting. Communicate on emergency project activities and report any relevant information collected to the emergency coordinator and area coordinator.

Technical Support and Facilitation

  • Compile monthly, quarterly, and projects end reports to Concern, government and donors.

  • Provide both formal and ongoing training to field teams and partners in planning and implementing the projects.

  • Support staff development through coaching and mentoring to enhance the capacity of projects and partners staff

  • Organize and provide/coordinate with the relevant department, capacity building trainings for technical officers, Out-reach workers and government staff as needed.   

  • Prepare periodic review meeting with team leaders, technical officer, supervisors, Out-reach workers and Government stakeholders.

  • Support logistics processes  such as procurement, storage and distribution  of cash or NFIs for the timely delivery and according to Concern process.

Monitoring and Evaluation

  • Ensuring that Monitoring & Evaluation plans are implemented with the involvement of relevant stakeholders.

  • Ensuring that all project partners have a clear understanding of Monitoring & Evaluation requirements and incorporate them in the project implementation.

  • In close collaboration with the M&E department, plan and implement projects monitoring and evaluation activities.

  • Develop different monitoring tools based on the activities funded under different donor.

Planning, Reporting and Accountability

  • Contribute to the preparation of internal and external reports

  • Prepare weekly, Bi-weekly, monthly and quarterly report and submitted on timely manner to the area coordinator/emergency coordinator.

  • Ensure that program participants and stakeholders have clear information about the programs activities as appropriate and relevant to them.

  • Make sure all the policies and guidelines of the organization are understood, adhered and respected by project staff.

  • Make sure that mainstreaming gender, protection, accountability, HIV/AIDS, and equality throughout the implementation of project period.

Additional Duties

Perform other duties assigned by the line manager for the accomplishment of program objectives.

Emergency Response

Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and the Ethiopia Program is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

Accountability

In line with Concern’s commitments under the Core Humanitarian Standard (CHS): 

  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);

  • Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;

  • Work with relevant colleagues  to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among program participants and communities. 

Gender Equity 

  • Ensure that program/project staffs have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented across all programs/projects

  • Coordinate with the Gender Equality Coordinator in planning,  allocating and implementing a program budget for gender mainstreaming

  • Ensure that programs have a thorough gender mainstreaming design and plan from the conceptualization stage

  • Ensure that gender mainstreaming is effectively implemented and monitored throughout the project cycle management process.

  • Ensure that gender sensitive indicators and M & E plans are in place and that they are effectively monitored

  • Ensure quality reporting on gender mainstreaming in all program reports  

Job Requirements

  • MPH/ MSc or BSc. degree in Public Health, Nutrition or other health related fields of study with minimum of three years or 6 years relevant experience respectively in an emergency & development context;

  • Minimum of three years NGO experience

  • Management experience in wider emergency response programs

  • Experience of managing multi-sectoral teams

  • Financial Management skills and some experience in donor compliances

  • Good analytical, monitoring and evaluation skills

  • Experience in CMAM program is advantageous

  • Flexible, reliable, culturally sensitive

  • Fluent spoken & written English and local languages

  • Good administrative skills

  • Computer Literate

  • Self-starter and motivator

  • Excellent communication and interpersonal skill

Competencies

Knowledge of participatory approaches 

  • Excellent ability to write good quality reports and proposals in English.

  • Able to work in teams/isolated situation and stressful environments and under pressure meeting deadlines.

  • Ability to plan own work, set priorities, complete work under pressure or when faced with competing demands and report

Analytical skill

  • Strong interpersonal and communication skills

  • Computer proficiency
