Job Description
Organizational Development Advisor provides advice and specialized information related to talent management and organizational development, on such topics as performance management, skills development, succession planning, leadership development, continuous learning and training for House managers and senior officers.
Responsibilities
Establish/strengthening networking between stakeholders such as research, extension, and NRM at the regional and national level
Supervise and coordinate systemic Capacity and Organizational Development for government institutions, farmers’ production and/or economic groups, watershed users’ associations, primary cooperatives, and unions.
Develop, introduce, and monitor innovative systemic CD methodologies, approaches, and strategies.
Standardization and incorporation of SLM and NRM Extension into the regulatory framework of the national agricultural extension system
Advise on and facilitate different studies and policy development processes in the NRM sector of the MoA
Undertake evidence-based policy review and strategic formulation to be integrated into government investments and for knowledge transfer
Provide research support for the purpose of producing relevant analysis and guidance on emerging NRM/SLM issues of global significance.
Conduct data analysis, case evidence, and research findings to distill relevant lessons in support of NRM for sustainable development (SD) policy and strategy development.
Building the capacity of public and private sector SLM planning, advisory, and other support services for scaling up
Support major policy processes, review and enhance the Structure and organization of the extension system
Support implementation of policy and institutional recommendations to strengthen non-state-extension service actors
Identify gaps in laws, guidelines, and organizational setup of watershed users associations, primary cooperative societies, unions, and other group formation
Identify gaps in the organizational setup of governmental structures, platform formations, and other institutionalizations hindering the implementation and upscaling of SLM/SLMP measures
Provide organizational development-related training of trainers (ToT) to implement its cascading at all levels (region, zone, woreda) for strengthening capacities
Support in the update of existing strategies and guidelines to add NRM technology development as one of the potential areas in strengthening the public and private extension system.
Provide support to SLMP zone and woreda experts in assessing status, performance, challenges, and replicable best practices of group formations according to leadership and implementation results.
Analyze the actor’s landscape and review the capacity gaps in the agricultural extension system at the federal and regional level in the implementation of large-scale programs in the highlands of Ethiopia
Legal and regulatory review for a legal framework and implementation mechanism to support transformation in the NRM Sector as well as institutional capacity building
Prepare quarterly plans and reports for the management to allocate resources accordingly.
Perform any other task given by the project management.
Qualification Required & Experience:
Qualifications
MA in agriculture, rural development, natural resource management, development studies, public sector management, or social and organizational sciences
Excellent knowledge of English and Amharic, written and spoken.
Professional experience
7 years or more of professional experience as a capacity development advisor of institutions for land management and /or community development
5 years or more proven track record in the establishment of community-based organizations in the context of integrated watershed development
Substantial (3 years or more), up-to-date experience in successfully working on organizational development for SLM in two or more settings
Experience in initiating, organizing, and steering organizational change processes and designing appropriate interventions.
Other knowledge, additional competencies
Self-starter and self-organizer, ready to achieve high standards of work, as documented through steady professional growth
Team player with a focus on jointly achieved results
Excellent proven capabilities as a trainer; based on a participatory training methodology and the sound planning and evaluation of training events.
Proven experience to develop and build good working relationships with development partners, government organizations, and other public and private sector actors.
Good working knowledge of MS Office applications (Outlook, Word, Excel, PowerPoint, etc.) and ICT
Willingness and ability to undertake extensive fieldwork and travel
Excellent skills in systemic and strategic thinking, planning, and management.
Demonstrated experience in developing and building good working relationships with development partners, government organizations and with other public and private sectors.
