Job Description

People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance around the world. Present in Ethiopia since 2003, PIN has directly implemented numerous humanitarian and development projects across five regions of the country, mainly focusing on emergency and development WaSH, Shelter, Food Security, Agriculture, Education and Job creation interventions (funded by BHA (USAID); DG ECHO; FCDO; UN OCHA; Czech government etc.). The overall annual budget of Ethiopia country programme is about 8 mil EUR, it has more than 200 local staff and minimum of expatriates.

Position Summary

The Head of Development Programmes is a key member of the Country Management Team of PIN in Ethiopia. She/He supervises all development programmes, with the specific responsibility for timely and efficient programme implementation, and the quality of projects. By supervising the implementation of results-based Monitoring and Evaluation systems, the Head of Development Program also guides the programme strategy and development of future development programmes. Together with the Deputy of Country Director and Country Director, the Head of Development Programmes contributes into PIN’s representation to donors and partners, ensuring that PIN is recognised for its field experience. Furthermore, the Head of Development Programmes engages in medium and long-term planning and strategy activities, ensures continuous quality improvement of programmes (incl. learning and capacity building) and contributes to a positive working environment for programme staff. Reports to Deputy Country director for Ethiopia, coordinating closely with the Country Management Team and HQ-based Programme team.

Main responsibilities include:

Programme Management

  • Maintain strategic leadership, coordination and management to the program development and program quality

  • Lead and contribute to high-quality project design incorporating project management standards and MEAL methods, appropriate to scope, context and technical requirements of projects.

  • Coordinate the identification, assessment and strengthening of appropriate partnerships; develop strong links with a range of strategic partners and if appropriate plan and implement joint programmes.

  • Ensure strong integration between sectoral programme departments, that internal integrated technical working groups are active and that regular inter-departmental meetings take place

  • Track programme status through monthly program planning and review (PPR) meetings using financial expenditure reports prepared by the finance department and also using internally developed M&E systems together with relevant project and programme manager/s. Undertake regular monitoring visits to programme intervention areas and provide feedback to the programme staff

  • Ensure that all internal and external reports are provided in a timely manner in collaboration with relevant staff

  • Ensure compliance of development programmes with donor and PIN’s policies and procedures.

Institutional Fundraising

  • Based on the Country Programme Strategy contribute into development of a Fundraising plan and strategy

  • Researching donor funding priorities as well as keeping informed on available funding opportunities in the various sectors and geographical areas of PIN’s programming in Ethiopia in an effort to secure new and continued funding for programmes (lead and focus on the donor mapping, PIN positioning and identification of potential donors, project leads, partners etc)

  • Ensuring submission of high-quality proposals to meet the funding requirements of development programmes (leads the process/ ensure proposal lead is assigned and CP staff contributes)

Monitoring, Evaluation, Accountability and Learning (MEAL) & Programme Quality

  • Ensure that MEAL plans and monitoring mechanisms are developed and rolled out in the programmes in collaboration with the MEAL Unit and Programme/Project Managers

  • Ensure that robust Community Feedback response mechanisms are in place in all projects and that they are developed and implemented with strong community level engagement

  • Accountability and mainstreaming of cross-cutting issues such as gender equality and social inclusion - GESI, safeguarding, environment, include these principles into project design

Financial Management

  • Ensure transparent use of financial resources in compliance with PIN (incl. complying with approval thresholds) and donor policies and procedures.

  • Mentor and assist budget holders in the development of accurate budgets during project proposal development

  • Ensure that detailed forecasts/spending plan of project budgets and budget revisions are prepared and submitted by the Programme Managers/ Project managers in a timely manner

Representation & Communications & Networking

  • Support that PIN is well represented and visible within the donor community, among the key partners, stakeholders, and within coordination forums and delegating this responsibility as appropriate to the Programme staff.

  • Engage in advocacy and policy dialogues ensuring PIN represents the needs of its beneficiaries and based on its field experience in order to campaign for needed policies, donor commitments, etc.

  • Maintain open dialogue with regional and local governments

  • Have a comprehensive picture of the programmatic objectives/priorities of A2015 in the country/ contribute into PIN’s technical representation / also pass this effectively to the programme team.

Human Resources

  • Plan HR needs, capacity building needs for senior staff and ensure sufficient human resources for the programme to meet its objectives

  • Work with directly reporting staff by coaching, training and mentoring to ensure development of their management skills

  • Monitor performance quality based on agreed job descriptions and ensure compliance with agreed objectives and all PIN policies

Job Requirements

  • At least 3-years’ international experience in managing/overseeing development projects (senior management level)

  • Strong experience in programme development, project proposal development (leading proposal writing process), highly knowledgeable of logical frameworks, M&E and reporting

  • Strong background in delivery of programming to vulnerable populations

  • Familiarity with NGO working environments and standard procedures

  • Proven experience with team management, including development of national team capacities and capacity building

  • Excellent communication skills, including fluent spoken and written English

  • Strong organizational, critical analysis, and problem-solving skills

  • Experience in WaSH, Education, Agriculture, Job creation or relevant development sectors is an advantage
