Job Description

The Senior MSD specialist is prime responsible to identify systemic business ideas, look for strategic partners, design and implement systemic  intervention with selected partners that have incentives and capacities in line to program approaches and principles. The senior specialist is responsible for technical and strategic oversight and facilitation of systemic interventions under her/his responsibilities. S/he will identify capacity gaps, and apply systemic solution, and build the capacities of partners in the manner that sustainably benefits partners and provide pro poor services and products to broader communities.   

S/he is responsible to take facilitative roles to make sure that the program targets are taking advantages/benefits from the improved supporting and core market systems. During the diagnosis of selected market systems and stakeholder consultation, the Senior MSD specialist will focus on identifying and prioritizing systemic issues/constraints that hindering access, full participation and benefiting of target groups from market systems and economic opportunities. Based on the prioritized systemic constraints, the senior specialist will facilitate and provide support for full participation of all key market players, design and facilitate strategic ideas/interventions to address the identified and prioritized bottlenecks. More importantly, S/he will take technically part and work with the rest of Skill Market System team in terms of facilitating the innovative business case and partnership developments, and providing facilitative supports to strategic partners during the implementation of agreed systemic interventions. The Senior MSD specialist will to share experiences, learn and engagement in technical assessment and reviews of given deliverables as a consortium and LIWAY program as a whole. S/he is responsible to liaison and work with key stakeholders including federal and Addis Ababa TVET agencies, Ministry of women, children and youth, Federal Job creation and other relevant market bureaus and offices at different organizational levels including private sectors, youth associations etc.  In addition, work involves considerable monitoring, assessing and providing detailed reports to the system team leader.

Systemic Business Development, Facilitation and Monitoring:

  • With support from the team leader, carry out market assessments and develop sector-focused strategies, interventions and business cases. S/he ensures that the skill market system developed, updated and shared to the rest of consortium team.

  • Taking initiative in proposing and co-creating strategic and systemic interventions that contribute to and/or improve the performance of prioritized supporting functions/rules.

  • Technically support the co-creation of innovative business cases with the selected stakeholders for piloting and roll out systems.

  • Provide catalytic and facilitative supports to key stakeholders while developing innovative ideas and implementation of systemic interventions.

  • Ensure an integrated approach to program implementation in order to maximize resource utilization and synergy between the staff and different Save the Children Program

  • Conduct himself/herself both professionally and personally in such a manner as to bring positive recognition to Save the Children Ethiopia.

  •   Work with monitoring and evaluation team in all phases of program development and implementation.

  • Aware and apply the monitoring and result measurement tools which are align with market system development approaches and principles

  • Ensure the MSD programs are gender sensitive and transformative that foster empowerment and inclusion. S/he creates a dynamic program environment that promotes inquiry and inclusion.

  • Take primary responsibility for sector-focused data gathering; Support the development and continual revision of a dynamic, program-wide monitoring and evaluation system linked to program strategies, indicators, and information management tools, which supports program management, accountability and learning.

  • Produce periodic written reports on the program activities capturing impacts related to all activities.

  • Conceptualize and implement market diagnostic research efforts as opportunities arise.

  • Ensure close coordination and sharing of information with other stakeholders such as other donors, other NGOs, and local authorities.

  • Facilitate regular technical working group meetings with all relevant stakeholders to improve coordination and synergy among various components/interventions

  • Support all efforts towards accountability, specifically to our beneficiaries and to SCI standards guiding while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

External Representation, Networking, partnership and Coordination:

  • Facilitate establishment and maintenance of 

    • relationships with systemic market actors, local communities,

    • Take technical leadership in mapping out and selecting potential stakeholders’/market players (training centres, Private and the relevant public sectors, Civil Society Organizations etc…) that align with prioritized supporting functions/rules and strategic interventions.

    • Introduce the program to relevant stakeholders including local business owners, local representatives and community members. Foster ongoing positive cooperation with these stakeholders;

    • Facilitate and maintain contact with all key actors as relevant for program implementation –government ministries, local authorities including Kebeles, Woredas and sub-cities, and establish mechanisms for contacting local community organizations and partners and other local NGOs/CBOs in line with key LI-WAY areas of work.

    • Identify, assess and develop partnership strategies for potential private sector LIWAY partners

    • Represent the organization and the program at different events/meetings and make messages and advocacy on behalf the program/consortium/organization.

    • Coordinate and facilitate partnership and synergy amongst key stakeholders in order to implement agreed systemic interventions

    • Coordinate learnings events and workshop to relevant partners that includes public, private and civil society organization.

    • Work with SCI functional units to facilitate OCA and contact agreement with partners that designed and agreed to implement systemic interventions.
