General Purpose of the Job

Under the direction and supervision of the Program Director, the M&E Specialist will provide M&E  technical support for Holt International-funded programs implementers/local partner originations/ in the areas of:

  • Implementation of integrated child and family strengthening program( education, health, nutrition, economic empowerment) with quality M&E requirements;

  • Leading monitoring and evaluation process against the stated operational plan and M&E plan;

  • Oversee designing and implementation of  Detail Implementation Plan (DIP),  objectives, and  strategies;

  • Development and implementation of M&E tools (IPTT);

  • Tracking , reviewing and reporting  quality program outputs;

KEY AREAS OF DUTIES AND RESPONSIBILITIES:

At Holt International Ethiopia Office, a candidate to be appointed as a M&E Specialist  will hold the following roles and responsibilities:

  • In coordination with Holt’s partners and stakeholders, prepare operational plan, Detail Implementation Plan(DIP),  M&E plans and associated M&E activities;

  • Provide M&E technical supports to Holt-funded program implementing partner organizations;

  • Closely work with Holt’s country office program staff  and M&E Team at the  Head Quarter;

  • Identify, lead and conduct periodic M&E activities including  joint evaluations and monitoring, program reviews, and assessment;

  • Collect period data or program outputs in accordance of IPTT and M&E plan and present informative reports;

  • Conduct periodic follow-up with Holt’s partner organization on the implementation of  the DIP per the stated operational plan, MoU and IPTT;

  • Identify local partners’ M&E capacity gaps and provide required capacity strengthening supports;

  • Support implementing partner organizations with proper program design,  accurate, realistic and measurable baselines, indicators and targets for  the program components they implement;

  • Coordinate quarterly or annual review meetings, internal learning sessions, advocacy workshops;

  • Develop M&E mechanisms at Holt’s  partner organizations  as well as relevant field-friendly tools, modes and systems for data collection, and subsequent analysis  and reporting;

  • Create, implement and provide training on necessary monitoring and evaluation tools and databases;

  • Guide the documentation processes for the best practices and lessons learnt from the joint program implementation with Holt’s partner organizations;

  • Assist Holt’s M&E team at the headquarter in establishing M&E system and designing of database for quality M&E implementation;

  • Coordinate mid-term and terminal evaluation with Holt’s partner organizations and relevant government stakeholders;

  • Provide on-going support on new monitoring and evaluation methodologies by  providing training to Holt’s program staff partners and  other stakeholders;

  • Collaborate with program and sponsorship staff on joint field works, data collection, trainings and events;

  • Organize and periodic report(monthly, quarterly and yearly) as per the requirement and present to Senior Management Team;

Job Requirements

Qualifications and Required Competencies

  • MA (MSc) Degree  in Health Management, Monitoring and Evaluation, Economics or related Social Science Studies;

  • Demonstrated experience in M&E, working with results frameworks and performance monitoring;

  • Demonstrated experience(5 + Years) in working with NGOs, partner organizations or government stakeholders;

  • Statistical skills for analyzing data and ensuring program design has statistical rigor;

  • Ability to organize and lead M&E Activities;

  • Demonstrated experience in using M&E tools(IPTT, log frame);

  • Proficient skills in writing report  English;

  • Proven experience in presenting/communication/ program results to internal and external audiences;

  • willingness and personal readiness to travel to fields;

  • Practical knowledge about development concepts and child welfare programs is important.
