Job Description

We are looking for a Project Procurement Officer who will be will be responsible for ensuring the overall quality, efficiency, and proactive services in the areas of procurement as per SOS CVE policies and procedures and relevant Ethiopian government policies and procedures.

Your role...

As a Project Procurement Officer, you will be in charge of the following:

  • Developing a procurement plan for the project

  • Receiving and reviewing purchase requests (PR) in accordance with the plan and budget;

  • Ensuring that purchase requests (PRs) are adequately specific and complete

  • Preparing Requests for Quotation (RFQ), facilitating RFQ/bid opening, conducting bid analysis and preparing Purchase Request (PO) for selected suppliers, and ensuring compliance with SOS CVE’s procurement policies

  • Advising project staff on specifications, prices, availability and other procurement matters

  • Ensuring that incoming materials from suppliers are in good order and properly checked before receipt

  • In collaboration with purchase/bid committee, conduct competitive procurement process and procure requested materials

  • Preparing all purchase orders, invoices for accuracy and completeness before forwarding for review

  • Analyzing the local market and keeping an updated database of local suppliers corresponding to the project needs and eligibility criteria (quality, price, service, and ethics), send the updated supplier list with the monthly report.

  • Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.

  • Managing inventories and maintaining accurate purchase and pricing records.

  • Maintaining records/files of all purchases with relevant information

  • Ensures the obtaining of GRN’s (Goods Received Note) for goods delivered to store

Job Requirements

Must have:    

  • Bachelor’s degree/ Diploma in Management, business administration, accounting, procurement and supply chain or related field preferred

  • For Degree holders, Minimum of 1-years’ experience in Purchasing role is a must

  • Good Communication skills

  • Purchasing, negotiation and planning skills (e.g. inquiry/negotiation/ e-commerce, PO issuing, commercial agreements/contracts, work planning etc.)

  • Project management skills is advantageous Solid knowledge and understanding of procurement processes, policy, and systems

  • Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel)

  • Ability to analyze problems and strategize for better solutions

  • Ability to negotiate, establish, and prepare contracts

  • Excellent verbal and written communication skills

  • Ability to multitask, prioritize, and manage time efficiently

  • Accurate and precise attention to detail

  • Ability to work well with management and staff at all levels

  • Goal-oriented, organized team player
