Job Description

Under the responsibility of the Operations Manager, the Field Project Manager will contribute within the country mission where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

Mission 1: Management

a)       Set individual objectives, evaluate individual performance, contribute to development & career evolution, monitor competences

b)      Ensure a good communication and information level to his/her team members and ensure conflict resolution within the team.

c)       Liaise with disability inclusion partners and ensure conflict resolution within the team

d)      Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.

e)       Operational manager: organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.

f)        First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.

Mission 2: Strategy and steering

a)       Contribute to the development of the programme’s operational strategy.

b)      Contribute to programme or country operational strategy (StratOp).

c)       Draft new project proposals for the continuity or expansion of the project.

d)      Contribute to the drafting of new proposals for new opportunities, if necessary.

Mission 3: Operational implementation

Responsibility 1: Build working relationship and a common understanding with CRS and partners’ teams in conjunction with refinement the Disability Inclusion (DI) consultancy methodology, and the programmatic steps of Assessment and Implementation.

a)       Support the DI/FSL Expert in creating the disability inclusion taskforce with senior representatives of each implementing partner and CRS, representatives of the national umbrella of OPDs and Ethiopia Center for Disability and Development, at Addis level.

b)      Consolidate selection of the satellite offices and FDP to assess and detailed schedules, with CRS and JEOP partners (by the Taskforce);

c)       Support the DI/FSL Expert in facilitating the regional taskforces establishment, with regional representatives of JEOP partners and regional OPD representatives, and other regional actors if relevant, such as food security committee representatives, to ensure participation, support and coordination of local actors through regional-level stakeholder engagement workshops.

d)      With the support of the DI/FSL Expert, identify JEOP disability inclusion focal point, who will be trained and have responsibility to facilitate and follow the consultancy activities and will be supported by HI to support DI activities in their department

e)       Plan and facilitate kick off meetings with all JEOP partners –to ensure the same understanding and good communication in each implementation partner, at regional level.

Responsibility 2: Ensure the implementation of the project, in line with the logical framework and allocated budget.

a)       Steer the project’s intervention strategy and put forward adjustments if the objectives change or if it is likely that they will not be met.

b)      Ensure that activities and the associated resources are planned, and implement the action plan.

c)       Ensure that activities are implemented in line with the project proposal and the allocated budget.

d)      Ensure project reporting, internally (within the programme) and externally (reporting to funding bodies, authorities and/or partners).

e)       Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the programme signature delegation table.

f)        Prepare and manage partnerships with JEOP project implementing partners.

g)      Guarantee the proper archiving of information.

Responsibility 3: Ensure that project implementation complies with the existing frameworks

a)       Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH and Age-Gender-Disability policies) and the other HI internal standards.

b)      Ensure compliance with the terms of the project proposal and the rules applied by the project funding body/bodies.

c)       Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and advisors with expertise in the project themes.

Responsibility 4: Ensure project monitoring, evaluation, accountability and learning

a)       Ensure project monitoring, specifically activity progress indicators and the expected outcomes.

b)      Develop and implement the project evaluation/result/learning plan.

c)       Ensure that the project is accountable to the local stakeholders and OPDs.

d)      Ensure project learning, taking into account lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalising on the acquired knowledge.

Responsibility 5: Ensure project data management

a)       Ensure that the appropriate data collection and management tools are in place on the project, in line with global standards.

b)      Ensure that data related to the project is collected and compiled in the project database.

c)       Carry out regular checks and makes any necessary corrections to the activity database.

Responsibility 6: Coordinate the teams involved in the project

a)       Facilitate coordination meetings between his/her direct team and the support services located in the area when necessary.

b)      Ensure that his/her team and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.

Responsibility 7: Contribute to external project communication

a)       Contribute to HI’s external influence by taking part in networks, when required.

b)      Communicate about the project to partners, authorities and stakeholders when relevant.

2, Expertise

(In liaison with 3I division [Innovation, Impact & Information Division])

a)       Ensures the development of research and innovation projects in the implementation of disability inclusive food security project when relevant.

Ensure the development of a local talent pool (carry out technical interviews of candidates and produce recommendations, identify the needs regarding trainings); including JEOP partners.

Job Requirements

1. Education

At least a Master degree in disciplines related to social science, communication, disability studies, food security, or development/humanitarian action.

2. Experience

At least 5 years of professional experience in humanitarian context

Language skills

 English, and local language (Amharic) (Oromiffa and/or Tigrigna language is an advantage)

·         Communication, facilitation and liaising skill with partners and stakeholders.

·         Remote management of activities and staff

·         Being capable of helping team members to progress: developing his/her staff‘s ability to work autonomously.
