Job Description
Under the guidance of the FO Education Specialist and Chief of Field Office, the EiE Information Management Specialist will contribute to the acceleration of education in emergency response, supporting effective EiE communication and coordination, implementation and management, and resource mobilization as required. The EiE Information Management Specialist will be responsible for the following key areas:
Education Cluster (coordination and IM) support;
Serve as the EiE Information Management Specialist in the Oromia region and provide support for Education Cluster Coordinators at the regional and federal level to ensure the provision of coordinated emergency response in the region.
Support the organization and running of cluster meetings, ensuring that action points are recorded, shared, and properly followed up in a timely fashion.
Support effective communication, reporting, engagement, and coordination between the federal and Amhara education cluster.
Review existing data/information management systems in terms of content, format, reliability, processing, analysis, reporting capacities, and use for informed decision-making.
Work with relevant authorities/stakeholders/clusters to streamline data collection and utilize one information system (e.g. 5Ws).
Assist implementing partners at regional and/or zona/woreda level to provide timely education data and information.
Regularly compile and provide quality and comprehensive education in emergency input (e.g. FO weekly/biweekly SitReps; cluster 5Ws).
Support the development and analysis of periodic education needs assessments, particularly joint needs assessment and harmonized assessments
Support Education Cluster Coordinator to work with the education sector to advocate and communicate the role of EiE as lifesaving and life-sustaining.
Support Education Cluster Coordinator to strengthen coordination within Education Cluster and to establish strong linkages with different sectors, specifically with WASH , Child Protection and DRMFSCO (regarding potential WASH in Education and school feeding support etc.).
EiE program support
Ensure the EiE response at the region/zone/district/woreda level is in-line with the regional and national cluster plan, and regional ORM returnee and relocation response plan.
Strengthen UNICEF's contribution to the Education in Emergency Response and develop clear advocacy messages and plans
Provide input/feedback on the EIE response strategy
Provide technical support on GBViE (particularly drawing attention to school related gender-based violence - SRGBV) to strengthen EiE and CP coordination & response ; including support to community mobilization and the establishment and/or capacity of school-based child protection and reporting mechanisms and link these to appropriate referral pathways
Ensure that program implementation is gender responsive and pays particular attention to inclusion of children with disabilities.
Provide EiE technical support and quality oversight to the EiE response.
Support the coordination and monitoring of existing EiE response, identifying opportunities to scale-up and improve the quality response.
Identify opportunities to promote safe and relevant learning opportunities through strong partnerships and inter-sectoral linkages to enhance physical, cognitive and socio-emotional well-being of children.
Create/strengthen linkage between !DP/returnee school/temporary learning spaces/sites and host-community schools to promote technical and resource sharing.
Ensure that the minimum standards for EiE and humanitarian response are maintained in accordance with the INEE Minimum Standards , revised CCCs and Sphere standards, etc.
Provide technical inputs in a timely and efficient manner on emergency supply related items. Follow up closely on their utilization and report to UNICEF Oromia REB team.
Provide input/feedback on concept notes and proposals to support EiE fundraising.
Produce images and infographics on UNICEF's actions on EiE interventions to be published on UNICEF's Ethiopia social media.
Prepare response plans & program documents
Accountability to affected communities
Ensure emergency-affected community members (including children and adolescents) actively participate in assessing, planning, implementing, monitoring and evaluating the education program.
Support and ensure local community resources are identified, mobilized and used to implement education programs and other learning activities.
Conduct affected population/children consultations and produce reports and case stories in relation to the emergency, coordinated with relevant technical colleagues.
Capacity building
Work closely with the regional education bureau and its lower level structures, while building the capacity of government partners at all levels.
Identify EiE learning and training opportunities.
Provide technical oversight and assist the facilitation of EiE training and emergency related capacity building initiatives for regional, zonal and woreda level experts/EiE focal persons.
Methodology
The post holder is to perform the tasks under the close supervision and guidance of Education Specialist I Education Cluster Coordinator in UNICEF Oromia FO and technically guided by national Education Cluster Coordinator, Information Management Specialist (currently vacant), and OCHA Information Management Specialist I Officer to ensure harmonized Education Cluster reporting in accordance with HRP guideline. The post holder will also attend any UNICEF and Cluster Information Management Working Groups, and need to liaise with Information Management Specialist I Officers from other sectors and clusters.
Expected Deliverables
An Education in Emergency needs assessment report.
Well-articulated UNICEF's contribution to the Education in Emergency Response Plan.
Clear and well-articulated UNICEF Advocacy messages for EiE in the Oromia region.
Prepare timely and comprehensive reports in compliance with internal requirements:
Weekly/Biweekly EiE SitRep.
Monthly progress reports (including summary of progress, identification of key challenges, bottlenecks and recommended actions to be taken).
Field program monitoring reports (from regular site visits to schools/temporary learning centers/ sites) including a follow-up plan.
Support local education cluster coordination meetings and attend any relevant coordination meeting at regional, zonal and woreda level, and ensure:
Circulate minutes/documentation (highlighting any action points)
Maintain the Education Cluster SW matrix.
Submit a final written report at the end of the assignment, inclusive of an annexed handover note.
Documentation of best practices, challenges and lessons learnt with UNICEF and other stakeholders under the guidance of supervisor .
Reporting
The EiE IM Specialist will be supervised by and directly report to the Education specialist under the overall guidance of the Chief of Oromia FO. Monthly progress report is to be submitted and progress is to be reviewed with supervisor.
Expected background and Experience
University degree, preferably an advanced level, in a subject area of educational planning and management, educational leadership, sociology or any other relevant social science.
At least 5 years progressively responsible humanitarian and development work; showcasing experience with UN Agencies and/or INGOs and with different levels of the education sector/system.
Experience of and commitment to working through systems of community participation and accountability .
Good knowledge of (and ideally experience in) using established inter-agency standards and guidelines in EiE, such as the INEE Minimum Standards.
Strong IT skills and fluency with Microsoft Office Suites especially Excel, SharePoint, database and programs is highly desired.
Experience assisting or facilitating trainings is desirable.
Experience and understanding of the cluster system are desirable.
Formal training in cluster information management and emergency response is desirable
