The International Institute for Primary Health Care in Ethiopia (IPHC-E), which was inaugurated on February 1, 2016 is envisioned to be a world class hub to learn about Ethiopia’s experience using PHC approaches to achieve dramatic improvements in health. The mission of the Institute is to provide need-based capacity-building training on PHC for health leaders from Ethiopia, Africa and the rest of the world. Through PHC implementation research, the Institute provides up-to-date information on the strengths and weaknesses of Ethiopia’s PHC program and contribute to continually build stronger PHC program that ensures fidelity to standards of care and high levels of population coverage of services. Further, IPHC-E provides need-based capacity building training on PHC for trainees from Ethiopia and low-income countries. Through PHC knowledge generation and management, the Institute provides up-to-date information on PHC and contributes to continually build a stronger PHC programs in low- and middle-income countries.
Roles in brief
The Driver/Liaison Officer will be based in Addis Ababa with frequent field travel. S/he will be responsible for all driving services in Addis Ababa and at IPHC-E filed work areas. In addition, s/he will also be expected to handle all liaison and procurement works as assigned by her/his Manager. The Driver/Liaison Officer will also have an overall responsibility of driving vehicles and keeping the organization’s vehicle in good condition including minor maintenance of vehicles as per the office regulation and as stipulated in this job description
DUTIES & RESPONSIBILITIES
Gives driving service in town or at PCI operation regions to the organization’s staff and visitors as per the schedule and instruction given by her/his Manager
Collect or drop mails, courier and hand-delivered items
Handle liaising works with Government Offices and other organizations
Ensure that IPHC-E Ethiopia office’s policy with Non-Smoking and Drug Free policy is upheld within the vehicle.
Follow up that all vehicles are equipped with the necessary safety and short term maintenance equipment.
Responsible to have all relevant and up to date certification/documentation on hand while on assignment. 2
Ensures that the necessary appliances and First Aid kit are readily available in the vehicle in good condition and communicate any gaps identified for immediate stocking.
Ensures proper cleanliness of assigned vehicles
Responsible to drive the vehicle assigned in a safe way, with strict observance of traffic rules and regulations and the organization's internal policy.
Responsible for the timely recording of official trips as per the office’s rules,
Follow-up scheduled insurance, service period and annual inspection of assigned vehicles and report to supervisor
Responsible for the day to day maintenance and checkup of the car, performs minor repair & ensures the safety of the car all the times.
Responsible for service maintenance follow-up that are carried out by the contracted garage and update immediate supervisor for any administration action.
Responsible to adhere to IPHC-E SOP at the time of accidents
Responsible to distributes/collect letters, packages, & delivery of project documents on behalf of the organization and checks mails in the post office daily & perform related liaison works
Responsible to settle Per-diem as per the allowed maximum limit
Assist with IPHC-E Staffs in related office work
Perform other liaisons work as assigned by the Supervisor.
Duty station: Addis Ababa, with frequent field travel to outside of Addis Ababa
Duration: 10 Month with possibility of extension

Job Requirements
EDUCATION, EXPERIENCE & CERTIFICATIONS:
High School complete with 10 year related experience or Diploma in Automotive or related filed of study from recognized college/university or professional institution
Possess 3rd Grade Driving License or more
Minimum of (5) five years as driver and in handling different liaising activities and experience with NGO’s.
