Job Description
VNG International is the International Cooperation Agency of the Association of Netherlands Municipalities (VNG). Being part of VNG, one of the oldest and strongest local government associations in the world, our roots in local government are deep. It is second nature for us to work at both the technical and political level of local government.
VNG International is implementing various programmes in Ethiopia including the We are Able! programme. The We are Able! programme strives at co-creating inclusive governance for access to basic resources that leaves no one behind. We are able! focuses on empowerment, amplifying voices and creating resilience among people (including men, women and youth) with disabilities (also referred to as PWDs) and other excluded groups, particularly those faced with food insecurity in areas of protracted crises. While PWDs are the core target group of the We are able! programme, we create benefits for other excluded groups like vulnerable women, youth in general, marginalized ethnic groups and internally displaced persons (IDPs), as applicable per context. The programme, funded by the Dutch Ministry of Foreign Affairs, is being implemented by a consortium consisting of ZOA, the African Disability Forum, SeeYou Foundation (Light for the World), the Leprosy Mission Netherlands, VNG International and The Hague Academy for Local Governance. The programme is implemented together with local partners in Burundi, the Democratic Republic of Congo, Ethiopia, South Sudan, Sudan and Uganda.
In Ethiopia, the We Are Able! programme operates in Dire Dawa, Harari, Oromia (Dadar, Haromaya, Babile and Gursum weredas), & Addis Ababa City Administration (Yeka, Gulele, Kolfe Keranio & Nifas Silk Lafto Sub Cities).
Under this programme VNG International will focus on lobby and advocacy and will implement and coordinate the activities under Pathway 3: ‘Strengthening Public Authorities’. For Pathway 3, WaA! specifically targets Public Authorities (both technical + political staff), CSOs/OPDs and citizens. This Pathway includes a strong capacity development component (training, action learning, technical assistance, coaching, etc.), as well as community planning and budgeting.
Financial Management:
Ensure that all financial and procurement transactions are conducted per VNGI/WaA programme financial policies and procedures and procurement regulations as well as following donor compliance requirements
Ensure that the proper implementation of internal control system and financial policy of the organization.
Prepare and submit other regular or on request financial reports, as per the reporting requirements of government agencies and the donor
Produce year-end financial statements for external audit purposes
Prepare, facilitate, and settle advance requests for project activities in collaboration with program staff
Support programme staff in conducting payments of programme activities
Properly codes and records expenditure, income, and any other related transactions in the financial system
Prepare monthly bank reconciliations
Effects payment of cheques against receipts/invoices and proper signature of the recipient
Make sure that all financial irregularities observed are timely reported to Finance Manager
Ensures valid cash receipts/invoices are delivered to finance for all cheques issued to Payees.
Coordinates with auditors to ensure the smooth running of the annual audit and implements auditors' recommendations.
Sequentially arranges, files and labels financial records in a professional and easily retrievable manner
Familiarize programme staffs on financial policies and procedures as well as procurement rules and regulations
Undertakes any other related duties that may be assigned to him/her.
Procurement and Property Administration:
Manage procurement activities based on VNGI/WaA regulations and procedures.
Establish and administer contracts and purchase orders to ensure compliance with bid specifications and requirements such as quality of materials and services, payment scheduling, vendor performance.
Ensure that purchases are made in the best interest of VNG International /WaA considering best value for money
Prepare Procurement Plan
Files all procurement documents in an orderly manner for control and reference purposes.
Ensure that government taxes and fees relating to ownership of VNG International facilities are timely paid and the title deeds are timely renewed
Ensure that proper safety and security mechanisms are in place
Maintain fixed asset register and keep a custodian sheet signed by users for property under their custody
Record newly received fixed assets and updates the record regularly

Reporting Requirements
The Finance and Administration Officer will report directly to the RPM and Financial Manager in Addis Ababa, Ethiopia.
Formats for the different reports will be provided by VNG International.
Education
BA Degree and above in Accounting and Finance
Experience
Four years’ work experience in NGO environment from which at least one year in an International NGO.
Skills
Team player with excellent financial and communication skills
Skilled computer literacy in all Microsoft office programmes, and Peachtree Accounting software
Knowledge of various donors’ financial policy and procedures
Ability to produce financial statements & reports on time
Fluency in written and spoken English
Knowledge of Afan Oromo language is an advantage
