Job Description
The junior procurement and property administration officer helps the Center of excellence in carrying out the procurement and property management activities to ensure that the procurement and property administration process meet the basic procurement and property administration principles. The junior procurement and property administration officer ensures that the procurement process is carried out in accordance with the World Bank procurement Procedures and Manual as well as the property administration should be carried out based on the federal government property administration directives and procedures.
Junior procurement and property administration officer duties and responsibilities
To accomplish the primary goal of the Center’s procurement and property administration, junior procurement and property administration officer performs many tasks including but not limited to the following:
Procurement related duties and responsibility
Assist procurement officers in inviting and collecting quotation based on the Request for quotation (RFQ) document which prepared by procurement officers
Preparing price analysis and minutes if the case is required.
Preparing and issuing purchase order
Follow upping payment and delivery status so as communicating the user department
Organizing and arranging procurement document
Supplier registration
Property related duties and responsibility
Preparing and maintaining records of all fixed asset and supplies
Investigating inventory shortages and discrepancies
Working with ware house representatives, internal customers and other departments, as necessary.
Facilitating the receiving and issuance of goods as well as enhance the preparation of good receiving notes
Ensure that office property is being managed within regulations and property management guidelines.
Make Surprise fixed asset counts and check balance accuracy.
Maintain fixed asset log sheet and history
Provide reports to management and other concerned staff as required
Inspects and evaluates inventory management activities for compliance with policies, procedures, and directives for accuracy.
Inspects conditions of property on warehouse and actual place
Develops methods and improves procedures for storage and issuing property and plans use of storage facilities, inventory supplies, and equipment.
Manage and control property distribution activities and processes.
Prepare weekly activity progress reports
Verifying ingoing/outgoing / routine property inspections
Organizing repairs and maintenance
Performs other related duties as assigned by line manager
Education
BA degree in Management, purchasing and Supply Management, Procurement and Asset Management, Logistic Management, Accounting, and finance, or another related field of study.
Experience
At least 4 years of relevant work experience and property administration experience is mandatory.
Desired skills
Self-motivator
Strong attention to detail and communication both written and verbal
High level of customer service and excellent rapport-building skills
Good understanding of procurement and property administration procedures and the ability to interpret procurement and property administration policies.
Advanced knowledge of MS applications such as MS Excel, Word, etc.
Energetic and willing to learn
Good time management and organizational skills
