Job Description

The WASH Expert will be in charge of supporting of humanitarian and developmental programs of COOPI in the Country related to water, sanitation and hygiene. The WASH Expert will ensure the highest level of technical quality at each stage of the program cycle in the respect of international and national humanitarian standards. He/she supports the Head of Mission and Head of Programme in the definition of the WASH strategy of COOPI in Ethiopia, ensures the implementation of the WASH activities, monitors the respect and compliance of International and National technical standards related to the sector, by providing technical support to Project Managers and WASH supervisors in his/her sector of competence. He/She evaluates and capitalize the experience produced in the country and by standardizing the approaches, in line with the organization’s approaches and policies.

Main responsibilities

  • Develop the WASH Sector of COOPI in Ethiopia and support the Head of Mission and Head of Program in the design of Country Strategy for the WASH Sector;

  • New opportunities identification: ensures the implementation of needs assessment and feasibility studies aimed at the development of proposals in the WASH sector, He/she verifies and proposes to the Head of Programme and Head of Mission the intervention priorities to consolidate new opportunities of involvement in the area of expertise. He/she cooperates with the Head of Program and Head of Mission in the identification of new project opportunities in his/her area of competence;

  • Support the elaboration, writing, and necessary documents preparation for presenting new projects related to WASH, referring to the Head of Programand Head of Mission;

  • To be in charge of the detailed technical design of WASH works to be carried out during the implementation of the projects. This includes and not limited to: water supply sites’ selection, performing/supervising technical tests and surveys, design of the works in the respect of National and International Standards related to water quality, quantity and hydraulic requirements, definition of BoQ and quality check of the material procured, among others;

  • Ensure that the WASH activities are implemented according to recognized National and International Standards, COOPI’s and donors policies and priorities;

  • To be responsible for the local staff management and training in his/her area of competence, in close cooperation with the relative functions at Country Coordination level, whose indications he/she follows. He/she coordinates the staff assigned under his/her management, monitoring their activities; participates to the staff evaluation, together with the Head of Programme;

  • Support the PMs in providing realistic estimates of WASH works based on the BoQ; forecasting expenditures related to WASH works and monitoring the actual expenditures related to it; collaborate with the Country Logistics Coordinator and Head of Programme in trouble shooting; participate to the preparation of projects’ budgets for the WASH sector;

  • Manage relations with institutional donors and potential ones. In coordination with the Head of Program and Head of Mission, he/she represents COOPI in its area of competence through relations with institutions, NGOs, local and international organizations, Clusters and partners. He/she is also responsible for the Organization’s reputation in the area.

Job Requirements

Essentials

  • Master’s degree in relevant field or equivalent combination of experience and education;

  • Minimum of 7 years professional experience in the WASH sector with strong involvement in direct implementation of WASH works;

  • Understanding of emergency response programming for displacement situations;

  • Demonstrated experience in the management of human resources;

  • Ability to plan, organize, coordinate and implement in the field;

  • Proven ability in teaching and coaching, including in the security domain;

  • Fluency in written and spoken English;

  • Knowledge of Italian and Ahmaric will be considered an asset;

  • Demonstrated knowledge of humanitarian standards (Sphere and CHS, among others);

  • Demonstrated experience in project design and project management funded by: ECHO, AICS, USAID, Rapid Response Mechanisms;

  • Demonstrated experience in working and living in a complex political environment;

  • Working knowledge of Office Package;

  • Working knowledge of GIS applications and software; working knowledge of software dedicated to technical design;

  • Experience in working and managing multicultural team;

  • Respect of COOPI values and mission;

  • Respect of humanitarian principles: humanity, neutrality, impartiality and independence;

  • Sense of humor and capacity to cope with stressful situations.
