Job Description

The position will strengthen IOM's commitment to work within the Inter-Agency Standing Committee (IASC) framework and the Cluster Approach.

Under the overall supervision of the Head of Sub-Office, Mekelle and direct supervision of the ES/NFI Sub-National Cluster Coordinator -Mekelle, the successful candidate will support the ES/NFI cluster in providing a coherent response to the emergency in Tigray. The successful candidate will support the sub-national cluster by participating in the Technical Working Group and standardization and harmonization of the shelter response in Tigray. In addition, he/she will support the ES/NFI Cluster to coordinate the S/NFI activities by participating in Sub-National and Zonal level coordination meetings.

Responsibilities and Accountabilities: 

  • Provide support to the sub-national cluster coordinator in maintaining a TWiG (Technical Working Group) in Mekelle elsewhere in Tigray as necessary.

  • Revise and provide recommendations to improve shelter typologies and prepare bills of quantities for location specific interventions.

  • Prepare technical guidance notes for standard intervention types. 

  • Monitor NFI Distributions, performance of ESNFI Cluster partners, and post distribution monitoring reports to improve overall Cluster response and inform any necessary modifications to standard NFI packages that are responsive to the evolving NFI needs of affected populations”.

  • Create or modify assessment tools for needs assessments, damage assessments, or any assessments that are necessary for the Shelter/NFI interventions. 

  • Create or modify post intervention monitoring tools for the different standard interventions from ES/NFI Cluster, as well as organize Cluster led-monitoring visits to partner project locations to verify conformity to Cluster standards 

  • Check compliance of Cluster partner programs with agreed technical guidelines and inform  the Cluster Coordinator accordingly. 

  • Inform the sub-national and national clusters with regards to any contextual changes that may be required for the standard intervention types 

  • Contribute to the preparation and revision of contingency planning and preparedness processes at sub-national level. 

  • Support with creating training modules and provide trainings on technicalities of ES/NFI intervention types to new and current partners as requires 

  • Support with and guide the creation of IEC materials tailored to local context for relevant types of interventions. 

  • Contribute directly to the integration of cross-cutting strategies and issues including but not exclusive to Housing Land and Property; cash modality for distribution; gender equity and protection. 

  • Participate in ES/NFI Cluster meetings at regional, sub-regional and zonal level as and when required, as well as supporting the satellite coordination hubs in the region, through  drafting of the context specific response plans in view of assessed needs and gaps.

  • Perform other related duties as may be assigned.

Job Requirements

Education

  • University degree in Architecture, Civil Engineering, Urban Design, Construction Management, or a related field from an accredited academic institution with minimum of three  years of relevant professional experience

Experience

  • Knowledge of shelter-related technical guidelines and standards

  • Knowledge of the humanitarian coordination structure and the cluster system 

  • Experience in working in environments with significant security challenges 

  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions is an advantage 

  • Experience in project implementation and management experience, including project monitoring and reporting is an advantage 

  • Knowledge of the region is an advantage

  • Skill of AutoCAD and Sketch up (or other 3D modelling software) 

  • Excellent report writing and analytical skills, proficiency in written and spoken English

  • Thorough knowledge of spoken and written English and Amharic is required.

  • Working knowledge of French or any other AU language is desirable
