Summary:
Save the Children is seeking a Conflict Sensitivity Lead (CSL) for an anticipated 5-year USAID-funded Highland Resilience Activity (HRA) program in Ethiopia. This Activity will have a strong crosscutting focus on conflict sensitivity for vulnerable Highlands’s households, and will be integrated into USAID's Resilience Food Security Activities (RFSAs) in five target regions of Ethiopia.
The Conflict Sensitivity Lead will report directly to the Deputy Chief of Party (DCOP) and will ensure technical implementation of high impact, proven interventions that meet stated HRA’s goals and reporting requirements.
She/he will coordinate conflict sensitivity related activities with key stakeholders, international consortium members, and local implementing partners as well as other HRA Leads and Specialists. She/he will manage the implementation of key security impact and conflict analyses throughout the targeted regions, woredas and kebeles. She/he will oversee the fieldwork of international and local partners, and ensure that their interventions do not cause any harm to target populations or affect project’s reputation. She/he will provide assistance and guidance for advocacy related interventions so that they may not cause adverse effects.
The conflict sensitivity Lead will be part of the program team to advance the principles of conflict sensitivity and mainstreaming within HRA, consortium and implementing partners, and stakeholders. The position will contribute to conflict sensitivity and conflict mitigating activities within the HRA program.
This position is contingent upon donor approval and funding.
SCOPE OF ROLE:
Reports to: HRA Deputy Chief of Party (DCOP)

Undertake a comprehensive conflict analysis and propose appropriate conflict sensitive measures relevant for the program and local context in the geographies where HRA will be implemented.
Lead on the development and implementation of monitoring tools and processes to collect relevant data, analyse and integrate conflict relevant information into program operations.
Support a process of reflective assessment and adjustment of program implementation to ensure strategic flexibility.
Maintain an up to date understanding of peace and conflict dynamics and conflict sensitivity considerations in target regions, using social media, media monitoring and other sources;
Sensitively engage with project staff, relevant consortium partners and stakeholders at both a national and local level, around peace and conflict dynamics through interviews, focus groups, surveys and other approaches;
Contribute to the development of knowledge products relating to conflict sensitivity in target regions.
Deliver training on conflict sensitivity to staff, partners and key stakeholders in English and main Ethiopian languages.
Contribute to organizing and facilitating Conflict sensitivity workshops and Forum meetings, trainings and other events..
Attend and actively participate in periodic program meetings and ensure a summary of progress and “do no harm” challenges, presented with follow-up actions as required.
Strengthen partnership with organizations that could benefit from and contribute to building capacity in conflict-sensitive development approaches in Ethiopia.

REQUIRED QUALIFICATIONS AND EXPERIENCE
Bachelor Degree in political economy, political science, anthropology or related social science field.
Minimum of 12 years of professional experience in the provision of related technical assistance in a development project in Ethiopia.
Experience working in fragile contexts including those affected by conflict, natural disasters and other political/socio-economic stressors.
Good familiarity with the political, social, and cultural context of Ethiopia.
Demonstrated ability to work effectively with government representatives, project and partners’ staff, local leaders and local community organizations, donors and other stakeholders, particularly at the sub-national level.
Strengths in inspiring and enabling others through teamwork, training, and capacity building to realize organizational objectives.
Excellent oral and written communication skills in English and Amharic.
Knowledge of other main local languages.
Ability to travel in complex rural environments of Ethiopia.
Ability to work independently and take initiative.
PREFERRED QUALIFICATIONS
Master’s Degree in relevant area is preferred
Prior professional experience in a USAID funded project.
Familiarity with USG-funded Resilience and Food Security Activities and/or the Government of Ethiopia’s Productive Safety Net Program.
Experience working with vulnerable populations in particular ultra-poor, women, youth and migrant populations.
