Program Overview

READ II Project works on education in crisis and conflict (EiCC) response to some of the conflict-affected parts of Tigray, Amhara and Afar remotely in Oromia Regions while maintaining modest support to at-risk and vulnerable students, IDP coordinators, teachers and IDP communities and returnees at the three regions in collaboration with international and local organizations to provide humanitarian services in response to the crisis created by the armed conflict. READ II will collaborate and coordinate its crisis response with these organizations to leverage the programs as appropriate.

Position Summary:

The MEL Coordinator is responsible for implementing the MEL system of the Activity, including implementing data quality assurance procedures, developing MEL tools, regularly collecting, compiling, and analyzing activity performance data and supporting learning. The MEL Coordinator together with the central MEL unit will be responsible for undertaking regular field monitoring of activities and periodic assessments of results and ensure consistent documentation of evidence and reporting requirements are met in compliance with USAID rules and regulations.

Reporting & Supervision:

The MEL Coordinator will report to the Regional Director and works closely with the MEL team based at the project’s main office in Addis Ababa.

Primary Responsibilities:

  • Participate in the development of Annual Work Plan(s) and prepare and update of the M&E activities plan to be performed according to project plans and expected deliverables and results.

  • Maintain an up-to-date catalog of all Activity M&E tools in electronic and hard copy of data files.

  • Collect and compile profile of target schools including location, no. of teachers and students, beneficiaries, etc.

  • Conduct timely performance data (training, material distribution, etc.) collection and entry and

  • Ensure the overall quality of the data collected for consistency and accuracy.

  • Ensure that periodic performance reports are prepared and submitted within the agreed time schedule.

  • Conduct regular monitoring of activity implementation and verification performance data

  • Support periodic pause and reflect and After-Action Reviews sessions, document and share lessons, best practices, and success stories.

  • Advocate and promote scale-up of best practices and cost effectiveness with both staff and stakeholders.

  • Other tasks as assigned.

Job Requirements

Required Skills & Qualifications:

  • Master’s Degree in Statistics, Social Science, or related fields.

  • At least 8+ years of general experience and 5+ years of experience in monitoring evaluation and learning.

  • Previous experience working on USAID-funded projects is preferred.

  • Experience using software applications such as Excel, Access, or statistics software such as SPSS, STATA.

  • Excellent analytical, presentation, and report writing skills.

  • Good communication and interpersonal skills is required.
