Job Description
Ethiopian Midwives Association (EMwA) is a legally registered, autonomous, and not-for-profit professional association established in 1992 and re-registered under the new civil society proclamation. Ethiopian Midwives Association (EMwA) operates in all regions of Ethiopia by using and works for the quality of midwifery education and care. EMwA has been a member of the International Confederation of Midwives (ICM) since 1993.
The primary goal of EMwA is to contribute towards the reduction of maternal and child mortality and morbidity in Ethiopia, which are the Sustainable Development Goals (SDGs) global initiatives. The vision of the association is to see every woman, newborn, and their family have access to standard midwifery care. The mission of the association is to promote and enhance the expansion, performance and status of midwifery profession through adapting quality and evidence-based practices; adhering to the code of ethics and conduct empowering the professionals.
Position summary:
The Deputy Executive Director under the overall control of Executive Director of the Association S/he is responsible in leading and coordinating the different units and programs in the association. S/he is also responsible in developing and implementing strategies aiming to promote the organization’s mission and “voice”. Oversees the technical quality of all programs in EMwA and performing technical quality audits in program implementation locations’/he is responsible in contributing to issue resolution, programmatic and administrative planning and representation within the relevant bureaus and donors.
Major Duties & Responsibilities
Contribute to leadership of the EMwA Program Units and operations.
Support the development of an organizational culture that reflects EMwA dual mandate, values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results and excellent customer service for our Members also donors
Help design and implement a coherent Program technical strategy that is consistent with agency practices and appropriate to program needs
Help establish, maintain, and improve active and regular working relationships with host government authorities, donors, partner agencies including donors, and local and international NGOs
Ensure that the required support is provided promptly, at scale and in line with the rules and principles.
Oversight and Management of Program Operations
Responsible for overall coordination and support of program implementation
Ensure program implementation is in accordance of EMwA & Donor or partner rules, regulations and procedures.
Provide technical and timely support to program activities and sub-awards to meet goals, timelines, and deliverables.
Provide strategic guidance and leadership to operationalize Program activities.
Oversees programs which are implemented through the decentralized system of area hubs
Ensures that gender considerations are taken into account during the development and implementation of program activities.
Work with the M&E Department or unit to develop and implement the M&E plan, the detailed implementation plan, and the beneficiary tracking tools.
Use and disseminate monitoring data to promote organizational learning agenda and generate required reporting.
Ensures programs are planned and implemented according to plans and budgets,
Ensure that the program department or unit from different technical sectors reporting to the hub are coordinated, integrated and support each other to optimize programs and programs
Collaborates for proper close out of awards.
Budget controlling and monitoring Responsibilities.
Ensure that budget accurately reflects anticipated costs of planned work at all times as per the prepared detail implementation plan.
Ensure the detail implementation plan match with the financial report before the submission of the donor report.
Ensures the design & implementation of capacity building work through trainings & education.
Designs strategy for the continuous improvement, growth and expansion of the Association.
Ensures the accounting & internal control are performed in accordance with financial policy of the Association; all properties are registered; periodic counts are performed & reports are produced; annual financial statements are produced.
Ensures the services provided by the Association fulfill the member’s requirements.
Ensuring monthly reconciliation of each bank accounts of the Association.
Represents the Association before any third party or court or appoints an attorney.
Submits periodical reports to the Executive Board on the overall operations of the Association; and
Device strategies for membership growth (recruitment, retention and expansion)
Undertakes any other activities assigned by the Executive Director and President of the Association and carry out the activities incidental to the above.

Job Specification Criteria
Education:
PhD/MSc in Midwifery, MSc/MPH/MBA/BSc in Project Management, Midwifery or with Midwifery background.
Experience:
minimum 1/5/12 years’ experience in Management 0/3/5 Years’ I/NGO environment or working in donor-based systems are advantageous. Extensive knowledge and experience in managing partnership and grants.
Additional Training:
Project /Program Management training Certificate, grant management and leadership training

Demonstrate commitment to the vision, mission, core values, aims and principles of EMwA, including equal opportunity, gender sensitivity.
Excellent presentation, oral and writing skills in English is an absolute essential.
Strong leadership skills and strategic thinking with the ability to guide a team in reaching EMwA’s strategic and programmatic objectives.

Technical skills
Knowledge & experience of Program /Project Management, M&E, Budget Management
Demonstrable knowledge and experience of managing grants of multiple funding organizations
Demonstrated experience of management of large-scale programs and projects;
Proven ability to lead, coordinate, manage and evaluate program performance;
Strong understanding of Ethiopian Health system, cultural diversity and cross-cultural responses;
Experience in designing researchable areas, study protocol preparation, M&E, analysis, preferably in the health sector;
Excellent writing, editorial, and communication skills, including strong presentation skills to report results to major donors, national and international partners;
Broad knowledge of maternal health issues and polices in Ethiopia
Knowledge of MS office and the ability to use new technology
Languages
Fluency in spoken and written English and Amharic and other language
