Job Description
The HALO Trust is the world’s largest humanitarian mine action organization with over 10,000 employees working across 30 countries and territories.
The mission of the HALO Trust is: “To lead the effort to save lives and restore livelihoods for those affected by conflict”. HALO clears landmines, disposes of explosive ordnance including IEDs, and is involved in weapon control.
HALO registered in Ethiopia in April 2021 and is now actively looking to establish mine action operations in Somali Region in the border region with Somaliland.
In order to do this, HALO is looking to recruit a qualified and experienced Operations Manager to lead the establishment of mine clearance operations in remote areas of Somali Region.
The position will be based in the remote border region of Ethiopia and Somaliland, with some time spent in HALO’s regional headquarters in Jijiga.

The responsibilities outlined below represent some of the key duties that any individual in this role is expected to fulfil. However, they are not restricted to the duties below and the Operations Manager is expected to attend to tasks that fall outside of this list dependent on the instruction of the line manager.
Key Responsibilities
Conduct operational visits to all active HALO Ethiopia tasks (minefields, survey etc.) during the work cycle in order to conduct Quality Assurance and assess progress.
Plan and coordinate all non-technical survey operations as part of a region wide baseline assessment of Somali Region, Ethiopia.
Evaluate all survey and resurvey reports produced and authorize in accordance with the Programme Manager.
Plan and facilitate the training of new staff in operations for landmine clearance, non-technical survey and explosive ordnance disposal.
Utilize HALO’s operational database and other IM tools to conduct quality management of all operational data produced by programme activities, identifying trends and areas for improvement in operational efficiency.
Create an annual operational work plans in coordination with national and regional stakeholder priorities.
Ensure safety of all HALO operational and support staff in accordance with HALO Ethiopia Standard Operating Procedures.
Ensure that all HALO activities related to finance, logistics, and fleet to which the Operations Manager position is related are conducted in accordance with HALO Ethiopia SOPs.
Liaise with government and military departments in order to coordinate and facilitate HALO operations.
Assist with recruitment and evaluation of new operations staff when required by the Programme Manager.
Lead yearly appraisal of HALO operational SOPs. Ensure effective communication of all changes and implement them through appropriate training, guidance and follow up.
Lead yearly operational refreshment training for all operations staff in accordance with main operational needs.
Visit and manage/delegate (where appropriate) the opening of all new clearance tasks, including the establishment of baselines, deployment of teams, and appropriate clearance approach.
Conduct reconnaissance and operational assessments of new regions in which HALO is authorized to conduct survey or clearance operations.
Support the management of the programme when the Programme Manager is absent, including ensuring that all elements of finance, logistics, fleet and administration continue to function in standard fashion.
Plan and facilitate government and donor visits to HALO’s operational activities.
Adhere to all HALO global policies.
Duty Station: Approximately 60% of work time in border region with Somaliland, 40% of work time in Jijiga.
Number of Positions: 2 (Two)
Contract Period: Initial 12 months contract, including 60 day probation period
ESSENTIAL
Ethiopian national, holder of national passport or identification card.
Minimum 5 years of professional experience inside the Mine Action sector, including experience of running operational teams on active minefields.
IMAS EOD 3 qualified with experience of preparing and facilitating explosive ordnance disposal (EOD) training.
Fluent in Somali and strong English language skills (C1) in oral and written communication; able to be both persuasive and diplomatic across culture.
A thorough understanding of International Mine Action Standards (IMAS) and their practical application in the field.
Demonstrated experience of non-technical survey (NTS), including experience of preparing and facilitating NTS training courses for others.
Fluency in Microsoft Office packages, with experience of databases and online evaluation tools.
Willingness to live and work in remote areas in basic and challenging conditions (i.e. shared tented accommodation, lack of internet access, rudimentary washing/toilet facilities).
Demonstrated ability to lead and direct others, build effective relationships and develop potential.
Experience of working or living with people from different cultures.
