The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated, and qualified person to fill the position of Car Dispatcher, (12 months fixed term contract) based in Gonder.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement

  • Understands and adheres to the ICRC Code of Conduct

  • Understands the roles of the components of the International Red Cross and Red Crescent Movement

  • Respects and observes staff regulations and security rules at all times

  • Represents the ICRC in a professional manner at all times

  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC

  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

Carpool                                                   

  • Dispatches vehicles during the working days and if needed during the weekends/public holidays

  • Maximizes efficiency of vehicles utilization according to ICRC standards and rules

  • Plans daily, local and field trips, including shuttles

  • Coordinates with other departments and field office the usage of Carpool resources and filter incoming requests

  • Ensures that vehicles are ready to be driven at any time with all the documents, equipment and tools, following ICRC standard and VFM guidelines (inventory)

  • Keeps spare keys of Cars in safe place in the office

  • Follow-up drivers and vehicle activities and updates the status in trip board

  • Keeps vehicle attribution list updated (weekly, monthly)

  • Reports to Logistics Site Manager or VFM any misuse of vehicle

  • Checks the correct logbook filling and reports any negligence in records

  • Follow-up of yearly national technical controls

  • For vehicle in transfer ensures that full equipment, original documents, spare keys, vehicle file, workshop file, handover checklist are complete and received/sent

  • Organizes commercial taxi when needed and taxi invoices follow-up

Drivers

  • Organizes drivers schedule fairly, included holiday planning

  • Controls the Drivers each morning (list of presence, cleanliness, sobriety, etc…)

  • Distributes work to drivers according to requests from departments

  • Participates in recruitment of Drivers

  • Follow-up and organizes in coordination with Admin or HR daily drivers when needed

  • Must be aware of all trip objective (what, when, where)

  • Ensures the vehicles are driven in a secure and representative manner

  • Ensures and advise Drivers on a correct use of HF and VHF radios

  • Organizes and manage Stand-by 7/24h if needed

Field trips / Convoys

  • Selects the appropriate vehicle and driver for the trip in liaison with concerned department

  • Determines route planning, accommodation, parking, fuel, etc.

  • Controls field trip forms procedure and forward documents accordingly

  • Makes field trips whenever necessary

  • Participates in organization and preparation of convoys

Vehicle checking and maintenance

  • Ensures that daily morning checks are done by Drivers

  • Follow-up of services schedules

  • Follow-up repairs, controls work done

  • Ensures that refueling and washing of vehicle are correctly done

  • Checks the fuel consumption

  • Check for update the fuel books after refueling of the vehicles and generators as well the FWC

Transport

  • Ensures the Drivers are instructed and monitored for correct and safe loading

  • Ensures the vehicles are correctly and safely loaded

  • Ensures completion of documents regarding any cargo, and pass them to relevant departments

  • In close collaboration with Warehouse Manager if any, Purchase and HR unit, plan loader/helper if needed

  • Provides support to the logistics department for any other tasks related to transport

Security

  • To be updated and aware at all times with regards to security

  • Verifies that all national traffic and ICRC security rules are applied

  • Ensures Waiver of responsibilities forms available in all vehicles, filled and archived properly

  • Ensures that vehicles are parked safely 

Accidents

  • Reports any kind of accident including small ones such as scratches immediately to the Logistics Site Manager and VFM

  • Respects all standard fleet procedures concerning accident reporting (report in 24 hours to Log/Fleet)

  • Collects all relevant information about possible damages caused by accidents and informs the supervisor immediately

  • Explains accidents reporting procedures to car users and assist them as needed

  • On request, to assist car users in the spot in case of accident

Administration – Finance

  • Ensures necessary administrative work is implemented on time

  • Knows, applies and complies with all the administrative procedures linked to his work (financial and HR such as appraisals, Time reporting, budget follow up, …etc)

  • Prepares time reporting of dispatch unit in order to allocate costs to different user departments

  • Manages working advance

  • Controls voucher and/or invoices fuel station, and reports to LSM

  • Monitors per diems / absence and overtime of department staff

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision

  • Makes sure that deadlines for the PMD cycle are met

  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members

  • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information

  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed

  • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year

  • Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities

ADDITIONAL DUTIES

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments

  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position

  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses

  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image

  • Takes responsibility for their own professional learning and development

Job Requirements

Certifications / Education required

  • College or University Diploma on Transport Management, Logistics or Automotive and Good

  • command of (spoken and written) English

  • Very good computer skills and ability to run specialized software.

  • Third Grade or equivalent Driving license

  • Driving license IV and above is an asset

Professional Experience required

  • Minimum three years' confirmed experience in similar field as a foreman/forewoman in the automotive industry or 4–6 years' experience in a similar position as a mechanic.

  • Experience in managing a team.

  • Very good command of English, Amharic spoken and written
