Job Description
The main purpose of the job is to facilitate and implement capacity-building activities including gap assessment, planning of implementation, give capacity-building trainings work on monitoring, reporting and evaluation with the local communities and the government. It is entrusted with ensuring efficient and cost-effective operations of all functions of the program (sector support-influencing, service delivery, capacity building, learning and documentation) towards the fulfilment of the strategic objectives of the organization and the Woreda.
Technical:
Conduct capacity assessments at Woreda and community levels together with concerned staffs of the organization and partners at all level and identify capacity gaps together with the solutions.
Facilitate and ensure that the plan at project/Woreda/community level is prepared with full participation of the community, service providers and partners
Ensures that partner organizations are completely aware of and understand capacity building and obligations related to program interventions.
Assesses and identifies technical assistance needs about technical skills, supervision support, financial management, others and plan for the implementation together with the partners and relevant sections of the organization both at project office and country office levels.
Ensure that gender issues are properly addressed during the process of the project planning and implementation
Takes active part in coaching and capacity building of the front-line staffs of the service providers, community, and government staffs.
Facilitate to plan, coordinate and control activities of the project jointly with the Woreda; Programmatic team in line with the direction given to him by the Program Coordinator.
Collects, documents and share lessons/results of the implementation of community empowerment and capacity building processes.
Ensures that the lessons documented from the project are disseminated within WAE, and partner organizations to promote learning and identification of best practices.
Works with the Monitoring and Evaluation section and other relevant staffs, and partners to establish standards and ensure a functional monitoring and evaluation system that assesses the impact of interventions in the areas of capacity building/strengthening of partners, communities, and institutions.
Identify potential partners and establish working relationships (with key partners like research centres, training institutions etc.) as capacity building partners.
Take part in the development of the proposal in line with WASH development strategy of the country.
Involve in WASH program development of the Woreda as part of the program development team.
Develop ideas for policy influencing guidelines and agendas at local level that will feed in the regional and national level.
Guide and supervise the implementation of activities.
Research and Evaluation:
Conduct community assessment and make recommendations about the needs and vulnerabilities of targeted populations in regards to water, sanitation and hygiene issues;
Conduct data collection, study and design of WASH projects;
Systems and procedures:
Develop internal guidelines and procedures for WASH project and program implementation;
Develop budgeting system that can be used to monitor and control expenditures;
Administer cash, property and personnel of the projects as assigned by the Program Coordinator and WaterAid Ethiopia;

Ensure implementation of planned WASH activities as per the proposal and donor requirements;
Facilitate preparation of business plan and operation and maintenance manual;
Undertake review/preparation of bill of quantities, specifications and contract documents;
Establish a system to monitor and evaluate program activities and impact, in accordance with existing monitoring and evaluation guidelines;
Learning and development:
Facilitate development of learning objectives along with the program team with the leadership of the Program Coordinator;
Share information with relevant institutions and participate in the documentation, learning and dissemination of lessons learned;
Ensure that the project engages local stakeholders and develop local capacity for long term sustainability;
Participate and play key role to conduct midterm evaluation and facilitate final evaluation;
Networking:
Establish smooth working relationship with communities, local administration and other development partners in the Woreda and beyond;
Establish contacts and relationships at different level to exchange information;
Identify policy issues and discuss with policy team.
Team Work and Managerial Role:
Work closely with the PMER Spacialist of WaterAid Ethiopia and get direction and support as required;
Plan, direct and control the operation of activities assigned;
Reporting:
Prepare plans and reports for programs and budgets on monthly, quarterly, bi-annually and annually;
Prepare periodic physical and financial reports and submit to the program coordinator and project manager at WaterAid Ethiopia;
Provide regular reports on program status;
Other:
Undertake any other activities as requested by the program coordinator and WaterAid Ethiopia;
Required Qualification:
Education and year of experience:
MA/MSc in or BA/B.Sc. in social Science
Minimum of 4-6 years of proven and progressive work experience, preferably in NGOs.
Preferred; MA/MSc in institutional capacity building
Knowledge, Technical Skills and Abilities:
Track record of successful work experience and results in the area of program or project study and design, study and implementation of WASH project, preferably in NGOs;
Demonstrated technical and managerial ability, sound judgment, and ability to work effectively with others at all levels;
Excellent written and verbal communication skills and ability to communicate effectively with a wide range of stakeholders, e.g., government offices at different levels, partners, other NGOs and networks;
Firm belief in team work, equity and inclusion like gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development;
Commitment to values and working styles of WAE.
Proficient in computer skills (MS word, Excel, Power Point);
Internet browsing skills;
Good written and spoken English language;
Good interpersonal and communication skills;
Ability to communicate information accurately;
