CHILD SAFEGUARDING: Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

As a key and senior in the Advocacy, Campaign, Communications and Media as well as  Humanitarian Team, the Senior Humanitarian Communications and Advocacy Manager role is responsible for leading on the humanitarian information, communication, advocacy, and knowledge management work, as well as for developing and producing key trends and situation analysis’ products, reports and updates, aimed at enabling and supporting our overall humanitarian advocacy and the Humanitarian programming and emergency response delivery in Ethiopia.

The role holder will collaborate effectively with support and programme functions in ensuring that up-to-date information is communicated, shared and used at all segments of the humanitarian programming cycle in Ethiopia. S/he is responsible for monitoring key trends and context analyses as well as transforming large sets of data and information into coherently summarized written pieces, dashboards, and other various forms of visualization that will feed into better informed response strategies and programming with key advocacy outcomes. In addition, the role will lead on response-related special projects, which include media and donor visits, report publications, milestone celebrations, partner liaisons and representation, as needed.

In collaboration with relevant internal departments, functions and teams – and in particular with CO ACCM  and/or MEAL colleagues to ensure that information analyses are fed into lessons learned and best practices, as well as in liaison with other key stakeholders, the post-holder will provide key contributions and support to developing and producing relevant information reports, communication assets and key deliverables that enable SCI Ethiopia CO to meet the communication and information sharing needs, promotion, advocacy/lobbying and fundraising objectives required for fulfilling the Humanitarian Ambition in Ethiopia. The role will ensure Save the Children’s brand and values are streamlined and reflected across all relevant internal and external communications channels, meeting content needs in all aspects, and establishing a singular ‘voice’ for the Humanitarian Action in Ethiopia.   

The post-holder will work as part of the ACCM team in the country office , where and when needed will be seconded to and/or will work closely with the Emergency Response team(s) and the Country Office to produce high quality analyses, information and communication products, summaries, reports, dashboards and other related materials. The post holder will also lead on managing inputs and outputs for internal communications and reporting, such as member update calls, situation reports (‘sitreps’), presentations and other on the organisational information systems and platforms.

S/he will need to have a strong prioritization skills, ability to multitask effectively and pursue the completion of a variation of communication and advocacy outputs that will contribute to higher visibility and understanding of the response, ranging from the internal organisational audiences to the global donorship. The role will ensure Save the Children’s brand and values are streamlined and reflected across all relevant internal and external communications channels.

This is a higher-level role, aimed at coordinating a diverse Humanitarian information management, communications , advocacy and analysis portfolio, contributing to strategy development, advocacy, fundraising and resourcing for Humanitarian Action, leading special projects including impact reports and anniversaries, and liaising with other iNGOs where necessary.

KEY AREAS OF ACCOUNTABILITY:

• Lead and Support the development of analysis for flagship reports and analytical tools and products, including the annual humanitarian plans and reports and regular crisis briefings.

• Create and manage operational data management systems to facilitate the analysis, monitoring, data to inform our info-comms, advocacy, lobbying, promotion and fundraising efforts such as producing convincing communication materials, infographic presentations targeting various stakeholders in collaboration with digital communication lead

• Produce regular and periodical external and internal updates, promotion, info-sharing and advocacy/lobbying, fundraising, as well as regular reporting products inclusive of infographics for Humanitarian Programming and Emergency Responses in Ethiopia.

• Lead and promote transparent and timely reporting of humanitarian financing and gaps, and enable others to access and use existing data according to protocol.

• Contribute data analysis to internal and external publications, on range of humanitarian, risk and vulnerability issues.

• Collaborate with teams leading programming work (particularly pilot and humanitarian innovation programming) through generating evidence, conducting forecast and assessments, protocol and standards for validation and implementation of design, implementation and evaluation of the programs.

• Conduct data and information analysis’ training sessions, both for internal colleagues and partners. Provide or contribute to ad-hoc bespoke consultancy analysis.

• Participate and co-ordinate with external stakeholders (donors, UN, NGOs, academia, think tanks etc.) and inter-agency platforms in exchanging contextual information and conducting joint analysis.

Humanitarian Communications, Media, Fundraising & Advocacy activities’ support 

• Contribute to, support and collaborate with communications, advocacy and policy and fundraising colleagues to ensure core messaging is consistent with advocacy and policy strategies within a humanitarian programme or response and opportunities are explored to promote these strategies.

• Support photography commissions to a high standard, to accompany compelling case studies in collaboration with the CO Media/Comms team. Ensure that multimedia commissions are fundraising-appropriate for key member markets, and speaks to Save the Children’s brand.

• Support media activities and identify opportunities within our humanitarian programming/response activities or the external environment for promotional media activities.

• Collaborate with advocacy colleagues to ensure core messaging is consistent with advocacy strategies within a humanitarian programme and response and opportunities are explored to promote these strategies.

• Act as a focal point for the SCI Humanitarian Advocacy Working Group in support of the Humanitarian Director and/or the Response Team Leader, including working with the HAWG for drafting messages and gathering and sharing key information.

Humanitarian Trends & Situation analysis

• Monitor contextual developments in the country and region (trend analysis, key actors, emerging and deteriorating humanitarian crises) to inform response priorities and approaches in accordance with Save the Children’s strategic goals, and produce regular and one-off reports.

• Provide analysis and reports of context, situation, humanitarian needs, monitor and track emerging trends to inform response priorities in accordance with Global, Regional and CO humanitarian strategic goals and objectives.

• Provide high quality analysis, information and knowledge management support to the CO Humanitarian Team and Response Team(s) during rapid onset and protracted crises.

Humanitarian & Response Programming Support

• Support and contribute to information and communication flows between emergency responses and humanitarian programming, and a variety of internal departments, teams, functions and external stakeholders (including situation reports, dashboards, and trackers).

• Support and, when/where required, produce accurate, clear and consistent information and communication outputs relating to humanitarian/emergency situation and Save the Children’s emergency response and other humanitarian programming – including key messages, Q&A’s and factsheets.

• Ensure that results from case study collection are fed back into Humanitarian/Response team & other key CO departments.

General

Job Requirements

QUALIFICATIONS AND EXPERIENCE

• Degree required in a relevant subject; Masters or equivalent is desirable.

• At least eight years’ post-qualification experience within, but not exhaustive to communications, media, advocacy, policy, information management, qualitative data analysis and report synthesis, humanitarian and development sectors in governmental or non-governmental institutions.  

• At least two years’ first-hand experience of working on humanitarian responses, either at the global, institutional, donor or recipient country level is highly desirable.

Essential knowledge/technical skills

• Proven ability to develop rigorous, efficient and innovative data analysis methodologies and data management systems.

• Experience in explaining complex data findings simply and accessibly to diverse audiences, including through intelligent use of graphics and visualizations.

• First-rate written skills evidenced in published work, with the ability to present complex issues concisely and clearly to a wide audience.

• Evidence of excellent verbal and written communication skills for a wide range of different audiences including donors, journalists and the ‘general public’.

• Proven training skills, with ability to build data analysis capacity of technical specialists and policy generalists alike. Experience of delivering training, presentations and other capacity building activities to varied audiences, ideally within a country programme.
