PSI seeks an experienced Chief of Party to lead the anticipated USAID Markets for Sanitation Activity. The project is expected to continue and expand upon work started under the existing USAID Transform WASH program. It includes strengthening the market for sanitation products and services, strengthening sanitation governance capacity at the national and sub-national levels, increasing access to sanitation financing, and increasing the knowledge base to bring sanitation innovations to scale.
The COP will lead successful implementation throughout the project lifecycle from start-up to close-out. Accountable for delivery of all aspects of the projects, including technical implementation, financial and administrative compliance, and oversight and supervision of project staff. Oversee project team to ensure that country-level implementation is provided with a high standard of excellence, achieving its set goals and targets and within budget. Provide high-level technical thought leadership and has the managerial capacity to manage risk, monitor finances strategically, and ensure each phase of work is started or completed on time. Responsible for using evidence to improve project design and implementation. As the leader of a single-country project, liaise with national stakeholders, such as Ministry of Health officials. The primary point of contact for the project donor and assures the strategic alignment of the project with PSI Global Strategy.
The Chief of Party (COP) should have significant leadership, management, and international development experience; a demonstrated track record in successfully managing the relationship with multiple, including government and USAID; a commitment to capacity building; a strong interest in private sector approaches to development; and experience successfully implementing market-based approaches stakeholders
Responsibilities
Your contributions
Program Leadership & Management, including financial oversight, compliance, and management of a consortium of partners (if applicable). 35% of the Time
Oversee the leadership and implementation of a USAID-funded market-based sanitation activity.
Provide expertise in developing and executing sustainable business models for increasing demand and supply of sanitation products and services, including continuing research on existing markets and barriers to growth
Lead internal and external program planning and reporting, including annual work planning with sub-award consortium partners.
Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards.
Ensure sound financial management, including programmatic budgeting, pending projections, and monitoring of payments.
Work with finance and/or business development agencies to develop financial products and deliver business development services.
People Management. 15% of the Time
Develop and manage a team that includes members of diverse backgrounds, including marketing/sales/communication, engineering, and finance, to co-create and support sustainable models for sanitation.
Thought Leadership / Knowledge Management and Technical Leadership on the project. 15% of the Time
Contribute to supporting the design and diffusion of innovative business models and commercialization of technologies for sanitation products in Ethiopia, including providing effective guidance and support to technical members of the in-country management teams and staff assigned to the project.
Develop and execute plans that will result in long-term sustainability of the initiative.
External Representation. 10% of the Time
Facilitate senior-level policy and dialogue with sub-national government officials, relevant ministries, partners, and stakeholders.
Internal Representation and coordination. 10% of the Time
Ensure high-quality periodic reporting in line with USAID and PSI requirements (quarterly and annual status reports, quarterly financial reports, etc.)
Fundraising (with non-project funds). 5% of the Time
Donor Liaison. 10% of the Time
Serve as the main point of contact/representative of the project to USAID.

Master's Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA, or equivalent
At least 5 years of WASH experience and experience within the private sector or providing technical assistance to improve private sector performance, ideally in Africa.
At least 10 years related work experience in public health or related field. Equivalent combination of relevant education and experience may be substituted.
At least 5 years of supervisory experience, including direct staff supervision, quality evaluation of staff performance, and deliverables.
At least 7 years program management for global health projects in low or middle-income countries (LMICs) preferred.
At least 3 years living and working in LMICs preferred.
Proven success in managing complex operations, under specific donor awards and procedures, in a challenging, developing country environment.
The successful candidate will be a creative, innovative, and strategic thinker and will have excellent communication, analytical, organizational, interpersonal, and cross-cultural skills; a passion for private sector approaches to development; and a proven ability to produce results.
Demonstrated ability in the concepts, principles, methods, and techniques of delivering market-based approaches to sanitation preferred.
Demonstrated skills in effectively negotiating with host governments, donors, UN agencies, other USAID projects, local organizations, and partners.
Ability to successfully recruit, train, develop and manage staff toward results.
Knowledge of USG grant implementation is preferred.
Excellent interpersonal, communication, and presentation skills, both oral and written.
Excellent team management skills. Ability to work effectively and sensitively in a cross-cultural context.
Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels.
Capacity to effectively deal with and resolve conflict.
Fluency in English is required
