TEAM PURPOSE:

The Humanitarian and resilience team is responsible for the strategic development, management and intervention of the country Humanitarian and resilience program. Supports Oxfam’s impact locally, regionally, continentally, and globally through ensuring Humanitarian program alignment to the key strategic objectives and program standards.

JOB PURPOSE:

The Project Officer will be based in Gambella and responsible for technical support for the direct planning and implementation of the project activities and deliverables under the overall guidance and management of Project Manager. 

KEY RESPONSIBILITIES 

Project Management and Strategic Leadership Plan, prioritize and sequence the implementation of project activities in collaboration with other project team members Ensure efficient implementation of advocacy and awareness plan to support RLOs and LNGOs Strongly support to establish effective links with stakeholders to smoothly implement advocacy and influencing activities Monitor project expenditures and ensure budget is strictly adhered to financial procedures Track day-to-day progress against project milestones and activities, against scheduled work plans and overall project objectives Support the assessment of impact of the project advocacy and influencing works Ensure project reports are prepared and submitted on time using appropriate reporting requirements. Engage RLOs and LNGOs throughout the project implementation Support the identification, mobilization, and participation of RLOs and partners    Contribute for the identification of partners to support advocacy efforts at the community, district, zonal and regional levels Lead and facilitate sensitization meetings related to the project. Support to develop documentation of  the challenges and lessons learnt from the project delivery

Technical support and leadership Assist in the development and implementation of the project deliverables.    Demonstrate strong inter-personal and collaborative skills Support the project team in developing advocacy and awareness materials Support to develop TOR for awareness and advocacy works    Willingness for continues personal learning, development, and application of acquired skills    Support effective project implementation and stakeholders’ participation to achieve project results Contribute to develop tools, manuals and training resources needed for project implementation

Representation & influencing    Proactively providing information and lesson learnings related to the project for relevant stakeholders    Identify emerging issues from project implementation and support to package them for decision making to improvements of the project delivery.

SKILS, Experience, Knowledge & Competencies

  • Essential - Experience, Knowledge, Qualifications & Competencies BA or MA in Social Science (Project Management, Development Studies, sociology, and other related fields)    Minimum of 3 years of relevant working experience in project management, Partnership engagement, advocacy and influencing work.  Experience in compiling, producing, and disseminating of information related to advocacy Strong interpersonal skills and ability to work as part of team    Ability to work independently    Familiar with and abide by the NGO/Red Cross/Crescent Code of Conduct, the People in Aid Code, CHS and SPHERE principles  Experience working with partners. Understanding of advocacy and campaigning work.

  • Languages  Fluency in written and spoken English and Amharic
