Job Description
The Humanitarian and Resilience Team is responsible for the strategic development, management, and intervention of the country's Humanitarian and Resilience Program. Supports Oxfam’s impact locally, regionally, continentally, and globally through ensuring Humanitarian program alignment to the key strategic objectives and program standards.
JOB PURPOSE:
The project manager will be based in Gambella and will provide the overall management of the project at the Gambella level, with close collaboration from the advocacy team at the Addis Ababa level. The post holder will be responsible for the planning, implementation, coordination, team, budget, partnership management, and reporting. She/He will receive minimal support from the Refugee Response Manager and Deputy Refugee Response Manager for the day-to-day management of the project.
KEY RESPONSIBILITIES
1. Project Management and Strategic Leadership
Take the lead in the planning and implementation of the project.
· Provide high level technical support for Refugee Lead organizations and LNGOs
Engage in the mapping and capacity building of Refugee Lead organizations and LNGOs
Coordinate the influencing and advocacy work with the regional level stakeholders.
Ensure timely singing of partnership agreement and budget transfer by closely working with Partnership Specialist.
Closely work with MEAL and other support functions to provide timely and quality supportive supervision to all Refugee Lead organizations and LNGOs targeted by the project.
Serve as a focal person for the project and coordinate all inquiries coming from different stakeholders.
Ensure timely and efficient utilization of the budget through proper planning, phasing, and budget monitoring.
Lead the annual planning and revision exercise of the project along with Business Development and Grants team.
Represent Oxfam Ethiopia in different National and international platforms with regards to the project.
Lead in the preparation of regular donor reports and Adhoc progress update requests.
Create an enabling working environment across different department units to foster excellent teamwork and high performing staff.
Support team members to gain the necessary skills through learning and development
Lead the team in line with the Country HR Manual and other guidelines.
Ensure that all project expenditures are on time and according to the budget (within permissible variance limits) and to oversee and guide any budget reforecasting and reallocation exercises that are required
Work closely with the Area Program and COs team to ensure the delivery of the project objective.
2. Technical support and leadership
Support RLO’s official registration at regional level
Support establishment of RLO networks
·Strengthen institutional capacity of RLOs refugee youth organizations and LNGOs
Sub-granting RLOs on their advocacy and knowledge production
Facilitate Regional level Awareness raising on refugee issues
Support RLOs work through Regional/ national media to promote their issues
Ensure project lessons to inform advocacy works
Work with Regional and National government offices for CRRF roll out advocacy
Demonstrate strong inter-personal and collaborative skills
Identify and address capacity gaps of the project team members and provide continues support to his/her team members
3. Representation & influencing
Represent Oxfam externally, with a view to enhancing coordination, and adopting complementary approaches including active participation in relevant coordination and planning mechanisms
Establish and maintain collaborative relations with relevant donor officers, partners, key stakeholders, and other humanitarian actors.
Support the policy team in advocacy and campaigning on different issues including analysis, surveys, assessments and support to development of policy products as required.

SKILS, Experience, Knowledge & Competencies
BA or MA in Social Science (Project Management, Development Studies, Communication and Advocacy, Human Rights and other related fields)
Strong theoretical, technical, and practical knowledge in refugee programming, CRRF, Local Humanitarian Leadership, strengthening institutional and technical capacities of civil societies and their networks
In-depth understanding of the refugee and CSO policy issues in Ethiopia
Minimum of 5 years of relevant working experience in project management, Partnership engagement, advocacy and influencing work.
Able to gather and critically analyse data, gaps and trends related to CRRF issue
Strong organizational skills and ability to manage efficiently multiple priorities, deadlines, and tasks
Solid time-management skills, resourcefulness, and attention to details
Proven ability to work creatively, innovatively, and effectively with limited direct supervision. Proven experience as a team worker and demonstrably co-operate with members of the teams.
Familiar with and abide by the NGO/Red Cross/Crescent Code of Conduct, the People in Aid Code, CHS and SPHERE principles
