Job Description
John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 27 years.
The United States Agency for International Development (USAID) Mission for Ethiopia has funded JSI to carry out the five-year Digital Health Activity (DHA) in Ethiopia. The goal of this activity is to assist the Ethiopian government in developing a sustainable healthcare system and enhancing the quality of healthcare services while also offering similar services to other African nations or responding to emergencies there as needed. The Activity's main goals are to 1) support the development and management of data repositories and information technology systems at all levels, 2) create a culture of data use, and 3) enhance the capability and governance of MOH's health information system administration.
To assist Ethiopia’s ministry of health in guiding the design, development, and implementation of health information systems at the national and sub-national level, JSI seeks to hire a Senior Digital Health HIS adviser who will be responsible mainly for offering high-level technical help. The senior advisor will be in charge of supporting efforts aimed at improving data quality assurance, decision-making that is supported by the best available evidence, program monitoring, learning, and evaluation of health programs at the national and sub-national levels. Additionally, he or she will offer technical assistance to PPMED so that it may perform program evaluations utilizing routine and non-routine data, evidence synthesis, and translation, and support efforts to track the sector's progress toward its national and subnational goals.
Additionally, she or he will offer technical guidance to the Health Information Technology Directorate (HITD)regarding the planning and execution of digital health interventions, the monitoring, and evaluation of acceptability, usability, and facilitator barriers to the utilization of digital health interventions, as well as efforts to advance the digital health agenda in the Ethiopian health sector. Additionally, the position holder will assist in the crafting of policy documents, strategic plans, implementation manuals, and guidelines that will direct and guarantee the successful implementation of digital health interventions.
The person in this role will also ensure smooth communication with DHA teams and their national and sub-national counterparts, as well as provide technical support to the DHA teams with regard to aligning their priorities and activity implementations with the national and sub-national contexts. Additionally, the role holder will offer technical assistance to the DHA teams in the areas of DHA priority investments, data use practices, data quality assurance, and capacity-building activities. In addition to helping with daily technical health information system-related duties, s/he will be in charge of maintaining regular connections with the appropriate officials and personnel in the directorates and ministers' offices. Additionally, s/he is expected to coordinate regular communications between the DHA and the directorates and ministers' offices and to bring up matters that need the senior officials' attention. She or he will participate in pertinent Technical Working Groups (TWGs) and the National Advisory Group, which the MoH established to enhance the strategic leadership, harmonization, and alignment of HIS efforts to advance the information revolution transformation agenda.
The incumbent will make sure that the duties of the DHA teams are in accordance with both the technical priorities of the Ethiopian government and US government regulations. S/he will ensure that national projects involved in the creation and use of program tools align with the overall standards, quality, and organizational goals and missions of JSI. S/he will also provide general advice and strategic support for those projects. Additionally, the senior advisor will assist the Chief of Party in developing the overall project strategy, reporting, work planning, and business growth. These activities involve managing relationships with the ministry and local health bureaus. Additionally, he or she will oversee and manage the program's staff based at the ministry and guarantee that all deliverables to the sector are of the highest caliber and made on time.
This is a full-time position, reporting to the Chief of Party, and will be based in Addis Ababa, at the Ministry of Health
Responsibilities:
Support the PPMED and HITDs in developing the HIS strategic plan
Work with the Chief of Party and senior management team members in aligning DHA activities with the priorities of the government
Support the designing and implementation of high-impact, evidence-based, and context-responsive digital health interventions targeting improvements in the performance of different health programs with the involvement of appropriate program people
Work in coordination with the entire senior management team to ensure effective coordination of technical activities with operational management and national and sub-national level government counterparts
Ensure DHA teams’ engagement in various health program Technical Working Groups (TWGs) and other relevant platforms to build and maintain good relationships with all stakeholders.
Support the directors and senior leadership of the ministry to develop concept notes and proposals for mobilizing resources for priority HIS-related gaps
Ensure overall compliance with donor and JSI policies, procedures, and regulations across the implementation of all activities.
Supervise DHA staff at the ministry to create coordinated support to HIS and clear communications among teams at the ministry and DHA.
Represent the project at various technical meetings, with other cooperating agencies, senior government officials, and donor agencies as required.
Provide advice to COP, DCOPs, and other relevant project staff on how best to present program activities at various technical meetings, to vendors, with other cooperating agencies, senior government officials, and donor agencies as required.
Help prepare various routine reports and briefings to donors and national stakeholders and contribute to project(s) monitoring, evaluation, and learning plans.
Ensure coordination with other partners, and in particular, other JSI projects working in related areas to enhance JSI’s reputation.
Responsible for enforcing, promoting, and upholding JSI’s corporate culture, values, and fraud/ethics policies.
Travel to the field, as necessary.
Perform other duties as assigned by the COP and the leadership at the ministry of health.
Bachelor’s degree with more than 20 years of experience or Master’s degree with 15 years of experience in the areas of Public health, Health Information Systems, and other related disciplines
Ten or more years of experience working in the field of public health–specifically in health information systems, digital health, and/or health programs.
Demonstrated experience and understanding of project management, and administrative duties for U.S. Government-funded projects or other internationally funded programs.
Experience in technical and administrative management, including staff/team management, financial management, and award compliance.
Strategic thinker about the implementation of programs. Proven ability in strategy planning, development, and oversight of multiple concurrent projects.
Strong representational and interpersonal, communication skills.
Must have strong writing skills in both English and Amharic.
Fluency in written and verbal English and Amharic.
Ability to prepare and present technical information and reports to the senior management team, donors, and partners.
Experience in new business development, including both strategy development and proposal writing.
Excellent computer skills, specifically in Windows, Word, Excel, and Google Suite.
Able to travel domestically and internationally to support project activities as needed.
