Job Description

Hope for Justice is seeking a Director of Programmes to lead our program and operation in Ethiopia to meet our organizational mission of changing lives and ending slavery. In this exciting role, you will be responsible for providing leadership and strategic direction to the coordination of each project in Ethiopia. This is a fantastic opportunity for an experienced individual to lead our programmes in Ethiopia and help transform the lives of the victims of modern slavery and human trafficking.

Job Description

The Programmes Director is responsible for the management of programmes throughout Ethiopia to ensure quality service delivery and programmes are implemented to meet Hope for Justice, donor and government targets and budgets.

Job Context/ Key Tasks

  • ·By working within the framework of our operating principles and values, develop Hope for Justice Ethiopia’s capacity to deliver services that:

  • Prevent children/youth from trafficking and being exposed to slavery, exploitation and abuse

  • Rescue victims of slavery and exploitation maintaining their dignity and safety

  • Provide interventions that are of the highest quality with the optimum impact to restore the lives of victims and strengthen their families

  • Reform Ethiopian society through advocacy and awareness raising.

  • Ensure Hope for Justice’s minimum standards of service delivery and documentation are maintained in all programmes.

  •  Ensure programmes are delivered to meet Hope for Justice, donor and government targets.

  •  Ensure programmes are delivered within Hope for Justice, donor and government budgets.

  • Line Manage the managers of each programmes a monthly basis, reporting any significant issues to the Country Director.

  • Run the monthly programmes meeting ensuring minutes are recorded and information is passed back to the project sites.

  • Participate in the SMT through monthly meetings, training and thinking time. Chair the meeting in the absence of the Country Director.

  •  Conduct rapid assessments and service mapping activities to identify gaps in service provision to guide the development of new projects and contribute to proposals for grants

  •   Liaise with all key government officials in ACSO, BoWCSA, BoFED, and the relevant regional governments and city administrations to ensure smooth operation of programmes.

  •  Establish and manage mechanisms for exchange of information, experience and lessons learned at the local and national levels

  •   Plans and facilitates printed & digital communication including HFJ web site, social media, Country Office web-based knowledge management system

  •  Travel for site visits to assist in field office work efforts, complete general evaluations of program progress, collect program information, participate in coaching and quality check activities

  •  Meeting programme objectives for clients and other beneficiaries across all Ethiopia programmes and manage a high-performing, motivated team of programme staff

  •  Building Hope for Justice’s visibility and influence with key decision makers and institutional donors

  •  Organize regular team meetings and conference calls/video-conferences, often over different time zones, including the preparation and distribution of documents and providing the necessary technical devices including information sharing and developing agendas and maintain minutes for partner dialogues and roundtables.

  •  Conduct quality assessment and quality check of the lighthouse and community projects

  •  Conduct rapid assessments and service mapping activities to identify gaps in service provision    to guide the development of new projects and contribute to proposals for grants

  •  Prepare quarterly and annual reports for government agencies and donors and facilitate mid-term and terminal evaluations and new project agreements as required.

  • Contribute to strategic development of Hope for Justice Ethiopia and support the Country Director in the strategic development of Hope for Justice Ethiopia

  •  Represent the organization in different review meeting, workshop and network meetings.

  •  Understand and uphold the standards outlined in the Hope for Justice Safeguarding policies, acting with due care and attention to safeguard the wellbeing of anyone that comes into contact with our work and reporting concerns if they do arise.

  • Ensure the Ethiopia team operates within the recommended practice for safeguarding children and vulnerable adults in its care

Job Requirements

Requirements - Experience & Education

  • Masters or equivalent qualification in social work, psychology, management, international development or a relevant field

  • At least 5 years’ experience working as senior manager within a large programmes in INGO

  • Significant experience of transition shelter service programme management in human trafficking and modern slavery sector and working in community empowerment and prevention programmes, leading multidisciplinary teams, preferably in a related area

  •    Experience of managing budgets and control processes

  •    Experience in building effective relationships, engaging with internal and external stakeholders

  •   Proven experience in grant writing, and securing significant levels of institutional funding

Required Soft Skills

  •   Excellent leadership, interpersonal, communication and presentation skills,

  •   Proven negotiation and partnership development skills

  •  Highly motivated with a passion for achieving our organizational aims

  •   Critical thinking/Problem solving

  •   Establishes and maintains excellent track record of communications with partners and colleagues.

  •   Flexibility to cope with unexpected situations

Required Technical Skills

  •   Programme and project management expertise and qualifications

  •  Deep understanding of human trafficking in Ethiopia

  •    Computer literacy in all Microsoft Office functions

  •   Ability to write accurate, concise and informative reports

  •    Excellent English communication skills, both verbal and written are required
