Program Overview

READ II Project works on education in crisis and conflict (EiCC) response to some of the conflict-affected parts of Tigray, Amhara and Afar remotely in Oromia Regions while maintaining modest support to at-risk and vulnerable students, IDP coordinators, teachers and IDP communities and returnees at the three regions in collaboration with international and local organizations to provide humanitarian services in response to the crisis created by the armed conflict. READ II will collaborate and coordinate its crisis response with these organizations to leverage the programs as appropriate.

Position Summary:

The Sr. Gender Specialist will provide support to the READ II technical team in SRGBV and gender interventions for vulnerable and at-risk populations in target regions. The position holder will be responsible for Gender equality and adolescent girls and boy’s empowerment strategy development to avoid or reduce school related gender-based violence. He/she conducts needs assessments that support the design of responsive strategies that effectively address the needs of adolescent girls, and boys, affected by the crisis; ensuring that our programmes mainstream, mitigate and respond to SRGBV. The Sr. Gender Specialist will also ensure the coordination of all gender-related activities through active participation in coordination meetings and working groups internally and externally.

Reporting & Supervision:

The Sr. Gender Specialist will report to Deputy Chief of Party and works closely with the technical team.

Primary Responsibilities:

  • Ensure synergy among READ II’s technical teams in the areas of gender and SRGBV

  • Collaborate with regional READ II Team Leaders of Amhara, Afar and Tigray: to conduct studies on gender and SRGBV

  • Develop training materials to address and reduce the risk of SRGBV in schools

  • Support woredas/school to develop an effective SRGVB prevention and management plan

  • Support gender club coordinators in schools, refugee camps and IDP centers and community schools in regions.

  • Good working knowledge of and experience in using inter-agency standards and guidelines in IASC Gender handbook and IASC GBV in emergency settings. 

  • Experience in capacity building and in strengthening various duty bearers understanding of and response to gender in emergencies. 

  • Lead TOT Training in selected region

  • Train schools and communities on gender and SRGBV issues

  • Compilation, analysis, and interpretation of gender and GBV issues and statistical data, thorough research and preparation of quality analysis and reports.

  • Facilitates knowledge building and mainstreaming of gender and gender-based violence.

  • Produce quarterly reports and periodical updates on activities, outputs, and outcomes.

  • Represent READ II in Regional Education Cluster and different working groups.

Job Requirements

Required Skills & Qualifications:

  • Master’s Degree in Gender, Development studies, Education or related field of studies.

  • At least 8+ years of general experience and 3+ years of experience in education programming at INGOs

  • Proven experience developing effective training materials, report and manuscript writing.

  • Proven experience organizing schools and communities to participate in trainings

  • Prior experience with supporting family/community engagement of education outcomes.

  • Experience with USAID-funded projects strongly preferred.

  • Excellent record keeping, and documentation skills are required.

  • Experience in emergency preparedness and response.

  • Experience in planning and coordinating project and program field work.

  • Good communication and interpersonal skills is required.

  • Fluency in English, verbal and written.
