Market Shaping Practice Summary: R4D’s Market Shaping practice area has deep experience in catalyzing increased access to and improved appropriate use of essential health products, towards helping people lead healthier, more productive lives. The Market Shaping practice achieves this by leveraging four technical approaches – market analysis, strategy development, catalytic implementation and evidence generation – at a systems level, to holistically and sustainably optimize and transform markets. More specifically, we align priorities and incentives of policymakers, procurers, financiers, and manufacturers at the global- and country-levels, to develop and catalyze implementation of evidence-backed solutions for underserved markets at scale. Using practical and business-driven approaches, from increasing market transparency around sizes of various segments, improving demand forecasting, developing purchasing and value chain strategies, to crafting cost-effectiveness and financing gap analyses, our work ensures that the market operates with improved efficiency, and that utilization of life-saving products including Nutrition products is also increased.
Previously designed market-shaping solutions by R4D have the potential to achieve over a billion dollars in savings and availability of high-quality products in health, including for HIV/AIDS, malaria, childhood pneumonia, maternal health, and neglected diseases prevention and treatment as well as for nutrition, education and sanitation.
Opportunity:
R4D is seeking a Senior Program Officer (SPO) for Market Shaping Projects including Multiple Micronutrient Supplement (MMS) and other Health Commodities focused project, as a day-to-day workplan manager, leading the analysis, stakeholder engagement, and other project components to provide technical contributions to the Market Shaping practice. SPO conduct high-quality research and analysis and provide day-to-day management of new and ongoing projects that rapidly develop analyses to identify holistic barriers in a market, generate evidence, and design creative solutions to address identified barriers.
SPO will lead MMS project that aims to co-create the evidence and advocacy, and market shaping roadmaps for Introduction and Scale-up of MMS with country stakeholders including the ministries of health (MOH), government procurement agencies, implementing partners, suppliers, healthcare workers, patients, and key opinion leaders (KOLs), in order to introduce and scale up MMS in Ethiopia. As needed, He/She will involve on diagnosing and addressing market challenges to the scale up of treatment for severe acute malnutrition and other ongoing projects. As part of all this work, SPO will help to manage new and existing stakeholder relationships at both the federal and subnational level.
A successful SPO will be highly motivated; a creative problem solver; have strong analytical, communication, and collaboration skills; and have a commitment to excellence and producing results. S/he will work closely with team members and consultants based in Addis Ababa as well as other members of R4D’s market shaping portfolio across Nigeria, Tanzania, and Washington, DC.

This position is based in Addis Ababa, Ethiopia and will report to a Country Director.
Responsibilities:
Provide day-to-day thought and technical leadership.
Lead internal and external partner engagement including with government, donor, and other stakeholders.
Actively cultivate new relationships and effectively manage key ongoing relationships with partners in Ethiopia.
Generate ideas for and lead the commodity market analysis and development of strategic options for product introduction/scale-up via hypothesis-driven approach.
Serve as a technical resource in R4D’s market shaping engagements; propose system and process improvements for operations of work, facilitate leadership decision- making, and implement agreed changes.
Effectively manage local team and consultants and provide guidance to team members on all aspects of project work including leading development, implementation, and monitoring of project work plans and related planning documents.
Develop knowledge management and communication strategies to promote the dissemination and uptake of our work.
Participates fully as a member of R4D by contributing, assisting and participating in projects, activities, and initiatives as requested by management
Master’s degree with minimum 7 years of work experience in relevant field (Public Health, Health commodities) experience on Nutrition programs and its commodities, social- marketing plus.
Expertise and experience in one or more of the following: market shaping, health systems design and evaluation, advocacy and strategy development, knowledge management and translation.
Excellent analytic skills required. Demonstrated experience leading the development of high-quality qualitative and quantitative analysis from conceptualization to completion and leveraging that analysis to drive action by decision-makers for ultimate impact.
Public, non-profit, or private sector experience in Nutrition commodity supply, quantification, procurement, distribution, financing, or regulation highly desirable.
Experience conducting market analysis, developing product introduction/scale-up strategies, and/or expanding access to healthcare commodities is preferred.
Strong written and verbal communication skills, including the ability to develop highly professional work products and present complicated analyses to technical and non-technical audiences.
Ability to think strategically, handle ambiguity and work in a fast-paced, open-structure, multicultural environment.
Collaborative, excellent interpersonal skills, and ability to engage with a wide variety of stakeholders and manage relationships/partnerships.
Approachable management style, eager to support and mentor junior staff and peers. Able to effectively set priorities and handle competing time and resource demands for self and others.
High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word.
Willingness to travel domestically and internationally, per project need.
Fluency in Amharic and English is required.
Knowledge of other local language is an advantage.
Open to Ethiopian nationals only.
