II.               Objectives, duties, areas of responsibility

 1.    Objectives of the position

The purpose of this position is to set-up and manage a MEAL system of the Humanitarian response project in Ethiopia that ensures progress and achievement are assessed, learning and improvement takes place, and accountability to people we want to assist, donors and other stakeholders is ensured, and MEAL capacities are strengthened. The position holder will work closely with the MEAL TEAM at global level and the Country Office.  S/he will ensure that learning from the project is systematically captured and used throughout the project. S/he will work closely with project teams to develop high quality monitoring and evaluation systems which assess and reflect the projects’ achievement and other criteria as the projects’ relevance, efficiency, effectiveness, impact and sustainability. S/he will take learning needs into account and with support of the MEAL TEAM develops and conducts capacity strengthening of  MEAL for the WHH staff, and partner organisations. The position holder is expected to have a high level of self-initiative and use critical thinking skills. S/he should have the ability to work sensitively and positively with the project tea, partners, communities and other stakeholders and promote a learning environment as the success of the post relies on this.

2.    Duties and areas of responsibility

Key Responsibilities:

 Planning

  • Advise MEAL related proposal development tasks (such as project log frame matrix, beneficiary descriptions, MEAL related activities & budget, developing MEAL capacity development activities, overall quality control)

  • Advise the partner and programe team in the development of the project MEAL tools (such as activity & budget plan, MEAL activities time plan and indicator tracking, reporting)

  • Ensure the rapid context analysis, need assessment and baseline studies meet the donors and WHH standards and expectations and are well adapted to the objectives. 

·        Support revision of project planning documents, particularly with regard to the intervention logic and indicators

Monitoring 

·        Set-up and manage the MEAL system for the humanitarian response projects/ programme in the CO, considering the global MEAL framework and MEAL standards identified and other requirements in close coordination with the MEAL and programme team.

·        Monitor, process data and facilitate analysis of progress of project development at country level and step by step hand these activities over to the local humanitarian partners of the country programme

·        Promote the use of monitoring methods which are community led/involve communities

·        Manage, facilitate and / or implement the conduction of any monitoring activity in the project (surveys as well as qualitative methods) and step by step hand these activities over to the local humanitarian partners of the country programme

·        Being the digital solution focal point for the online platform of the programme and particularly following up on and realizing all processes related to its Monitoring pillar (a necessary training will be provided in the induction phase, no digital skills prior to that required)

  • Provide data quality assurance for surveys and qualitative tools (from design to data analysis)

  • Support partners to conduct post distribution monitoring (PDM) both for emergency projects

·        Compiling and reporting of monthly 5 W matrix for WASH, Agriculture, Cash and Shelter clusters

  • Ensure the monitoring data and documents are well captured/stored and up to data in the internal project management system (ProMIS)

Evaluation

·        Manage project evaluations in cooperation with the Project Management and MEAL Team

  • Carry out spot checks and real-time evaluations

Accountability

·        Improve understanding and include accountability practices (methodological set up and consultation during implementation) as information-sharing and Complaint Response Mechanism within the project scope,

·        Assure that the Global CRM Policy is applied at country level and support partners in improving their mechanisms

·        Assist the CO CRM committee in collecting feedback/complaints from different actors/providers

·        Support the roll-out of WHH Code of Conduct to the project implementing teams

 Learning

·        Facilitate reviews and other learning processes, document and prioritize the findings in an adequate form and share with relevant stakeholders and follow up

·        Maintain close communication and cooperation with MEAL coordinator at global and CO- and MEAL Unit at HO-level

·        Participate in the respective MEAL fora and share updates, learnings, recommendations etc.

·        Assure and facilitate the process of setting up a country Peer Review Mechanism in close collaboration with the globally organized consultancy

 Capacity strengthening

·        Support the development of a plan for capacity strengthening on MEAL; organize and undertake training for project and implementing partner staff, local organisations and primary stakeholders

·        Support and facilitate any Peer Exchange and Learning activities/strategies in the projects and represent WHH in clusters learning and sharing of learning of experiences 

 Duties without own area of responsibilities

 ·        Fulfilment of any other task assigned by the management corresponding with the nature of the assignment

Job Requirements

·        BA/ Msc in relevant field of studies such as rural development, developmental economics, development related discipline (Agriculture Nutrition and Food security, WASH, NRM,) statistics

·        5 years of total experience in development sector; and four years in MEAL (for BA holders a minimum of 7-year work experience in related sectors in NNGO/INGO setting 

·        Language proficiency in English, and at least one additional local language (more are an advantage)

·        Coordination and organization skill

·        Ability and experience on data management and analysis

·        Exceptional analytical and writing skills

·         Good knowledge of statistical tools, data analysis and research processes

·        Experience in working in a participatory way and Appling qualitative and quantitative tools

·        Experience in establishing MEAL System including Complaint Response Mechanism

·        Specific experience of humanitarian response projects and if possible, managing capacity strengthening (CS) projects as well

·        Knowledge in organizational development

·        Ability to transfer/multiply lessons learned

·        Experience in mentoring and coaching local partners

·        Experience in facilitating interactive workshops

·        Proficient knowledge of Core Humanitarian Standard

·        Familiarity working on partnership approach
