TEAM PURPOSE:
The Programmes Team will ensure that the programmes make the proper shift, with the quality needed to ensure a proper achievement of the Ethiopia Oxfam Country Strategy. As part of the programmes team, the whole team on the WASH Sector will ensure that the Goal 1 of the OCS is achieved with the required quality and timely. This team will work very close with the other departments like development/resilient, urban development, gender and protection team for ensuring the link between the long term and emergency response activities. The team will work strongly to improve the coordination effort among different likeminded organizations like INGOs, LNGOs, UN organizations and relevant government structure at all levels.
JOB PURPOSE:
To lead over all humanitarian WASH Emergency response work closely with internal and external stakeholders including government bureaus/offices at different levels in the given geographical levels and Oxfam program and support function teams including program quality and leaning team at Addis Ababa level.To ensure the quality of project implementation by providing technical support to Oxfam and partner teams, build capacity of technical staffs based on identified clear gaps.To support and strengthen the humanitarian programme team in conducting baseline assessments, monitoring ongoing projects and provide corrective measures, developing procurement plans, contribute to the development of evidence-based proposals and donor report writing

KEY RESPONSIBILITIES
Project management Overall operational lead for the implementation of the humanitarian WASH component of the Emergency Response in Somali region and currently active programmes in Fafan and Jarar Zones.Provide professional and technical leadership to the WASH team (including NGO and government partners) on basic WASH Emergency elements of Public Health Engineering and Public Health Promotion for programme planning and implementation.Participate/Lead sectoral or multisectoral assessments relevant to the targeted geographic area Response.Ensure that WASH project activities are planned and implemented on time in line with contractual obligations and accountable approaches with communities.Ensure appropriate design, construction and implementation of WASH hardware is undertaken according to technical standards (SPHERE, Oxfam WASH Minimum standards);Ensure WASH intervention are designed and implemented taking into consideration safeguarding, safe programming and protection concerns. Ensure that all work is carried out in a way that is sensitive to community needs and gender and protection issues. In particular to promote the full and equal participation of women in all aspects of the work. Undertake regular capacity need assessment of WASH team including partners and provide capacity development support. Track and manage WASH contracts, particularly Civil works and coordinate closely with logistics unit so that contractual obligation and agreements are adhered to.Collaboration and support logistics team for the timely procurement of WASH supplies and services.Contribute in donor reports and funding proposals.Contribute in SitReps and other reports/write ups needed by the response.Line manage staff in line with Oxfam policies, ensuring that they have the necessary induction, strategic guidance and management support.Undertake other responsibilities as assigned by the line manager.
Coordination
Collaborate and support MEAL team to ensure improved programme quality and accountability.Work closely with Regional Water Bureaus and the Regional Health Bureaus and their respective structural Offices to facilitate and coordinate effective delivery of WASH emergency response actions. This will include significant coordination and sharing of information with the respective Bureaus.Represent Oxfam in different WASH related coordination platforms at various levels (e.g. WASH cluster) and actively contribute and influence; ensure timely delivery of external reporting requirement at regional level (e.g. 4W)Work closely with country WASH team

SKILS, Experience, Knowledge & Competencies Essential At least 5 years of solid practical experience as a PHE or PHP specialist/advisor and 2-3 years as a WASH Coordinator / Manager in humanitarian / development programme .People management skill Relevant qualification (preferably post-graduation) in public health engineering or Public Health a related discipline (civil / hydraulic / environment engineering, Environmental Health), with an excellent technical understanding and demonstrated experience on WASH; Demonstrated experience of coordinating / managing WASH programme with large budget and teams (multiple locations).Excellent understanding and demonstrated experience of implementing integrated PHE and PHP strategies and interventions. Desirable Demonstrated experience of working with UN clusters, government authorities and implementing I/NGO partners .A proven record of mentoring and capacity building of teams and partners in complex contexts .Ability to work well under pressure and in response to changing needs. Diplomacy, tactics, and negotiation skills. Cultural sensitivity Excellent communication and cross-cultural management skills. Sympathy with the aims and objectives of Oxfam. Commitment to humanitarian principles and action Excellent command in English language and Speaking and writing Somali language is an asset.
