Job Description

Duties and Responsibilities: 

Support and enhance engagement of CCM/E Constituencies

  • Support the CSO constituencies to effectively prepare for and participate in CCM/E meetings.

  • Develop constituency engagement plan and improve bi-directional feedback mechanisms between CCM/E members and their constituencies.

  • Improve communication and engagement among the different constituencies within the CCM/E.

  • Amplify the participation and voice of representatives of key and vulnerable populations, civil society, and/or communities living with and/or affected by the three diseases in CCM/E meetings and related decision-making forums and more generally in governance and stewardship of national HIV, TB, and malaria response. 

  • Build capacity of CCM/E members in Global Fund grant policies, guidelines, and the CCM/E undertakings.

  • Facilitate the capacity building of CSOs and provision of technical assistance to CSOs when necessary and as directed by the CCM/E.

  • Defining the role and responsibility of all CCM/E constituencies for a meaningful participation in CCM/E activities.

  • Enhance the engagement of all CCM constituencies in the Global Fund processes

  • Facilitate and coordinate the CCM/E evolution CSO engagement related activities

Support the positioning of CCM/E within the health system coordination platforms

  • Ensure the alignment of CCM/E works with existing national health structures, governance mechanisms and platforms responsible for coordinating the health sector and disease-specific issues.

  • Establish and maintain a strong relationship with bilateral and multilateral donors working in the health sector in Ethiopia

  • Support the CCM/E to harmonize Global Fund grant activities with other health sector initiatives through participation in key health sector forums.

  • Developing and implementing CCM/E's strategic positioning vision and plan to ensure alignment with and/or integration into national structures/coordinating bodies and both systematic and formal links with donor partner platforms

  • Facilitate and coordinate the CCM/E evolution positioning activities

Support the CCM/E resource mobilization activities

  • Provide administrative and logistics support to the CCM/E Resource Mobilization Committee

  • Providing advice on the availability of information on Global Fund rules, regulations, and guidelines and in-country program activities and performance.

  • Assist in collecting, relevant information on in-country, regional, and Global resource mobilization and utilization performance from PRs, the Global Fund and other information sources and undertake preliminary analysis.

  • Identifying and investigating opportunities for resource mobilization to support CCM activities

  • Facilitating CCM/E regular eligibility and performance self- assessment

  • Identifying and sharing funding opportunities to CCM/E constituencies from sources other than the Global Fund.

Support to Global Fund grant concept note development, grant renewals, and grant closure

  • Provide information to support harmonization endeavors and the inclusion of Global Fund activities in national results.

  • Facilitate CCM/E concept note development processes by ensuring compliance with the eligibility requirements, development of roadmaps, identification of stakeholders in accordance with the GF guidelines, engagement plans, and establishment of task teams, adequate documentation.

  • Accessing and providing task teams with relevant Global Fund guidelines.

  • Facilitating reporting by the Resource mobilization committee to the CCM/E on funding request development, grant renewal and grant closure.

Administrative support

  • Provide secretarial support to CCM/E and other meetings (e.g. taking minutes, drafting letters, finding appropriate venue for meetings etc.)

  • Organize meetings between Resource mobilization committee with other committees and PRs and SRs as requested by Committee Chair or Executive Secretary.

  • Send invitations and reminders for meetings, site visits and training scheduled by the Secretariat.

  • Submit draft minutes to respective chairs for review and verification and archive final copy at CCM/E Secretariat.

  • Maintain the attendance sign in sheets for the CCM/E, Resource mobilization committee, ad hoc committee or relevant Task Force membership and prepare an Excel file that shows attendance at each meeting.

  • Provide administrative and logistic support to any Task Force set up to deal with specific technical aspects of funding request and other proposals development.

  • Making arrangements for Resource mobilization committee meetings, including preparing and distributing the agenda and issuing meeting notices.

Supporting documentation and communication

  • Provide advice on the availability of and, where appropriate, repackaging information on community engagement and community led monitoring to CCM/E and its constituencies.

  • Provide advice on the availability of and, where appropriate, repackaging information on Global Fund and other donors funding opportunity to CCM/E, PRs, SRs, and other relevant stakeholders.

  • Maintain filing system (physical and electronic) of all CCM/E related documents

  • Share key evaluation studies whose findings relate to the Global Fund grants (national program mid-term review, on-site data verifications feedback from LFA, etc.)

  • Identify successes, best practices, lessons learned and make recommendations as to how these can be adopted across implementers/grants.

  • Updating and maintaining the CCM/E website and social media handles.

Any other related duties as may be assigned or delegated by the CCM/E Executive Secretary

  • Represent the CCM/E Secretariat at key events and forums at national level

  • Accomplish any other duty as requested by the CCM/E Executive Secretary

  • CCM/E Secretariat may revise the job description of the Engagement and Coordination Officer as needed.

No. of Position:   One (01)

Responsible to: CCM/E Executive Secretary

Duration:  One year with possible extension of the contract depending on satisfactory performance and availability of funding

Job Requirements

Qualification and experience

Required:

  • Graduate Degree in Public Health, Health Economics, or similar relevant field

  • At least 7 years’ proven experience in engagement and resource mobilization in a national or international organization.

  • Program management experience and working experience of Global Fund grant at least two years is required.

  • Familiarity with the Global Fund grant and its policies and funding opportunities

  • Working experience with engagement of CSOs

Desirable

  • Knowledge in Public Health programs relevant to HIV/AIDS, TB and Malaria

  • Excellent Information Technology skills with mastery of MS Office, MS Excel and MS PowerPoint,

  • Ability to regularly update and maintain a website

Skills

  • Ability to compile, analyze and interpret complexity of programmatic and financial information

  • Ability to supervise and train others including staff and organizational stakeholders

  • Ability to work in a fast-paced, deadline-orientated environment and to juggle multiple tasks

  • Ability to interact and communicate with all levels of national government, NGOs, private and development sectors

  • Superior presentation skills

The CCM/E Engagement and Coordination Officer will be supervised on a day-to-day basis and report to the CCM/E Executive Secretary.
