Position: Operations Support and Logistics (OSL) Officer (Consultant International/P3)

Purpose of the Position
In the context of the WHO Health Emergencies Programme, the incumbent will provide of well-rounded logistics and operations support services. Support the emergency team in the establishment of the tactical means to perform its mission in the best possible conditions, setting and managing all required working, living, communicating and transporting facilities, ensuring timely and adequate supply of the required medical and non-medical commodities and providing health logistics support to ensure that WHO health activities are performing up to Sphere standards. The incumbent will be deployed to emergency operations when required.
Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):
During deployment, the duty station may change, and duties may be modified, based on the technical needs of the Programme. The incumbent will perform all or part of the following duties:
1. In compliance with the WHO rules and regulations, based on a comprehensive forecast of the supply needs and in collaboration with the UN partners present (WFP and logistics cluster), plan an end-to-end, timely provision of quality and adequate supplies, equipment and consumables for the health emergency operations.
2. Facilitate customs clearance, reception, transportation, storage and distribution of supplies to affected areas and populations.
3. Manage WHO warehouses and inventory; implement stock control mechanisms.
4. Maintain the required stockpiles of essential emergency equipment, e.g. personal deployment material, radios, satellite telephones, IT equipment, etc.
5. Manage the WHE fleet, including planning and monitoring fleet movements, and oversee the maintenance of vehicles.
6. In close cooperation with the Field Security Officer, ensure that appropriate and safe living conditions are provided to WHO-deployed staff and responders.
7. Facilitate the set-up of the Health facilities supported by WHO, support the appropriate functioning of the health facilities, mobile medical activities such as vaccination campaigns, laboratory support and other emergency health-related activities.
8. Ensure that water, sanitation and infection control required activities are in place and up to standard for all health facilities supported by the WHO.
9. Provide quality assurance to the setup and sustainable access to adequate, efficient and safe cold chain facilities for a reliable supply of medical items requiring a temperature control environment.
10. Undertake regular field assessments to monitor supply management, stock movements and storage conditions.
11. Monitor and report regularly to the emergency team, drawing their attention to needs, gaps and problems, and proposing remedial actions.
12. Perform any other related incident-specific duties, as required by the functional supervisor.

Essential
A first university degree in public or business administration, logistic management, logistics, engineering, pharmacy or a related field from an accredited/recognized institute.
Desirable
Professional certification/qualification in areas such as transport, distribution and supply chain management. Degree or training in information management systems and their application to logistics, transport or supply management and monitoring.
Experience
Essential
At least five years of related experience, at the national and international levels, in managing emergency logistics operations and supply operations in international organizations/institutions, part of which is in the field supporting emergency humanitarian operations.
Desirable
Prior working experience with WHO/UN, health cluster partners, recognized humanitarian organizations or an international nongovernmental organization.
Experience or knowledge of import/export and customs administration.
Use of Language Skills
Excellent knowledge of English or French (depending on the country of assignment).
Working knowledge of another WHO official language would be an asset.
Other Skills (e.g. IT)
Excellent knowledge of Microsoft Office applications.
Demonstrated computer skills with emphasis on database management to monitor supplies and inventory, and forecast needs.
Demonstrated skills in using equipment such as radio and satellite phones.
