Job Description
Amref Health Africa is implementing USAID Ethiopia’s Integrated Youth Activity – Kefeta, a youth program integrating democracy and governance, basic education, higher education, and health. Kefeta takes a holistic approach to support economic and social opportunities for youth in Ethiopia and plans to benefit the lives of at least two million Ethiopian youths in 18 cities, building their agency and capacity for advocacy, linking them to economic opportunities, and improving their access to youth-friendly services.
JOB SUMMARY:
The Senior Technical Director position provides leadership in technical design; program leadership and integration; and quality implementation, measurement and learning. He or she ensures technical excellence and impact, by leading the development of strategies, technical guidelines, SOPs, service and performance standards and implementing international and national standards of integrated services provision for youth. The Senior Technical Director will assist the CoP in overseeing and managing the international and local sub-awardees, overseeing the technical team and assist in coordination and collaboration of key government and nongovernment stakeholders. This position also serves as a member of the senior management team, contributing to management decisions, and implementing and complying to organizational, government and donor policies.
MAIN RESPONSIBILITIES:
Technical quality support
Provide overall technical leadership and strategic support to all the implementation of the different thematic areas of the project to ensure quality implementation
Provide technical leadership and quality assurance on the development, adoption and utilization of all technical and strategic tools and procedures; Participate in developing and revising supervision and other quality assurance processes of tools; communicate all policy updates and new directions to the program and technical teams as appropriate.
Ensure technical capabilities of CSOs and youth coalitions capacity to achieve the intended project objectives in collaboration with the capacity building resource partner
Provide management and technical oversite to the sub-granted international partners for quality technical assistance in their specialized technical areas Introduce innovative and evidence-based interventions and approaches and implementation modalities to provide high quality and a comprehensive layer of services for Ethiopian youth
Oversee field-level technical quality and program implementation by leading and guiding local CSOs and ensuring implementation based on approved work plans
Provide quality technical support to Technical Directors Youth Empowerment Director, Youth Engagement Director, Youth Inclusion and Engagement Director) to ensure hands-on and timely technical assistance to local CSOs
Provide regular knowledge and skills update to all technical staff through different learning platforms
Provide technical support to the CLA initiatives, operations research and documentation of lessons learned and best practices
Coordination, Communication and representation
Lead and coordinate the annual work planning process among all the CSOs and ensure its proper implementation; Coordinate monthly activities alignment and coordination of the different trainings and overall TA to the sites.
Lead the compilation of major technical reports, including quarterly, semi-annual and annual progress reports to key government stakeholders and USAID. Assist the COP in finalization of the required reports to USAID.
Participate in SMT meetings and perform other duties as agreed with the supervisor and other members of the country leadership team. Participate in relevant internal and external task forces and technical working groups;represent Amref in technical forums, policy dialogue and new technical initiatives e.g. community of practices.
Support COP with technical coordination and collaboration with USAID, FMOH, MoWSA, MOE, MoLS, higher education institutes and other governmental and non-governmental counterparts, and represents IYA priorities, by cultivating and maintaining strong relationships and alliances with USAID/Ethiopia, key Government of Ethiopia ministries, stakeholders and key partners, regional and local NGOs, and other donors.
Staff Management
Provide regular support and supervision to staff under direct line management
Build the technical and managerial capacity of staff under direct line management, including CSO staff and delegate tasks for the efficient performance of activities.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
Minimum 12 years’ experience implementing youth development activities (e.g., economic empowerment, education, SRHR, Youth Friendly Services Provision, Youth Advocacy). Experience working with the private sector is a plus
Master’s degree and above is required in a relevant field such as Public Health, Projects Management, Business Management, Educational Leadership, Development Studies, Adolescent and Youth Health or International Development
Strong understanding of the economic, educational, and youth contexts in Ethiopia, with a deep national network of relevant contacts across government, industry, and civil society
Technical leadership experience on youth development projects funded by USAID and/or other donors
Experience in developing strategies, technical guidelines, manuals, SOPs and service and performance standards for youth and development projects
Strong understanding of best practices in youth programming, including Positive Youth Development (PYD), and familiarity with USAID’s Youth in Development Policy
Experience or understanding USAID rules and regulations and compliance procedures
Hands on experience on local CSOs capacity building, projects implementation, coordination, and quality assurance. Experience developing and implementing effective capacity strengthening models and approaches for organizations and individuals
Ability to provide technical leadership, communicate effectively, and promote a team approach to enhance staff commitment
Experience cultivating relationships and collaborating with a variety of Ethiopian stakeholders including youth, government ministries and officials, local and international NGOs, donors, the private sector, and community-based institutions
Excellent written and oral English and Amharic language and communication skills with a variety of audiences including business, government, the general public and the media.
Proficiency in word processing, spreadsheets and database skills
Strong interpersonal communication, presentation, teamwork, and analytical skills
Willingness to travel extensively to project cities within the country
